Regular plastic bags to be phased out by 2013

Dubai: Mechanisms to ensure all plastic bags produced and used in the UAE are capable of degrading quickly have been finalised, to meet the 2013 ban on regular plastic bags that take hundreds of years to degrade.

It is estimated that there are more than 100 manufacturers and suppliers of bio- or oxo-biodegradable additives in the UAE. About 95 per cent of the plastic bags used in the UAE are manufactured in the country, the other five per cent is imported.

According to a senior government official, all providers and suppliers of oxo-biodegradable additives — ingredients that will enable plastic bags to degrade quickly — need to be verified and approved by Emirates Authority for Standardisation and Metrology (ESMA) before they can deal with plastic manufacturers and traders.

Mohammad Saleh Badri, Acting Director General of ESMA, said: "All the plastic bags used in the UAE must be biodegradable from 2013 so all... the people using them should be made aware of this regulation and practise it."

Standards

All plastics that are biodegradable will bear a "Mark of Conformity" or a logo that shows they meet government standards.

Three suppliers of these granular additives have been approved by ESMA — Wells Plastics Limited, Symphony Environmental Limited and Bin Hilal Enterprises.

The verification aims to ensure that the process of degradation will not harm the people and environment.

Three charged with kidnapping

Dubai: Three Bangladeshi men, charged with kidnapping their compatriot and beating him to repay them their visa money, pleaded not guilty when they appeared in court yesterday.

Prosecutors accused the Bangladeshi trio, 22-year-old S.S., 24-year-old B.M. and 25-year-old M.M., of kidnapping their compatriot carpenter, M.J., brutally beating and locking him in a flat in Dubai. Records said M.J. fooled one of his alleged abductors by asking to use the washroom and then phoned the police.

When the defendants appeared before the Dubai Court of First Instance, they pleaded innocent and strongly denied the accusations. Presiding Judge Mohammad Majid Mohammad adjourned the case until a lawyer is appointed to defend the suspects when the court reconvenes on June 2.

According to the charge sheet, prosecutors said the suspects and other unidentified Bangladeshi suspects kidnapped M.J. from Sharjah and locked him up in M.M.'s flat in Al Hamriya.

The carpenter testified that he was beaten and threatened if he didn't repay Dh4,500 to his abductors.

A Pakistani policeman confirmed the statement given by his colleague, a Sudanese first corporal regarding the case.

The trial continues.

Bee’ah And Expo Centre Sharjah To Host Green Middle East 2011

Bee’ah, one of the region’s leading integrated environmental and waste management organisations, along with Expo Centre Sharjah will host Green Middle East 2011. The event aims to address waste, pollution, recycling and alternative energy issues by featuring the latest in environmental management systems and sustainable technology.

“The best countries in the world are the ones already implementing effective environmental solutions and being at the forefront of positive environmental change, it is Bee’ah’s ultimate vision to position the UAE as a model for an environmentally sustainable future,” said H.E Saalim Bin Mohammed Al Owais, Chairman of Bee’ah.

Dealing with solid waste is a particularly acute issue. The UAE has the dubious distinction of being the world’s largest per capita producer of waste. Sharjah itself generates 2,200 tonnes of municipal solid waste daily. About 2.2 kg of waste is produced per person per day (803.5 kg per person per year) in Sharjah. About 2,500 to 3,000 tonnes of construction and demolition waste is received at its landfill daily, which amounts to approximately 1,095,000 tonnes a year.

In comparison, Dubai generates more that 10,000 tonnes of general waste per day and Abu Dhabi generates about 4.2 kg of garbage per person per day. This is much higher than the Organisation for Economic Co-operation and Development (OECD) countries’ average of 1.54 kg per inhabitant per day. Every single day, about 1,500 tonnes of municipal waste and about 12,000 to 15,000 tonnes of construction waste ends up in Abu Dhabi landfills.

In 2010 Sharjah produced 48% of the UAE’s non-oil industrial output, up 2% since 2006 and by simply generating more power, the Sharjah government is well aware that long term, that is not the solution. Employing more efficient processes will have to play a major role to maintain sustainable future economic policy.

“If Gulf countries, reliant on revenues from oil and gas, want to diversify and grow their economies, it is essential they find ways to manage waste and use energy more efficiently. Sustainability is one of the fastest growing industries in the region, billions of dollars has and will continue to be allocated from government budgets, providing a myriad of business opportunities,” Saif Mohammed Al Midfa, Director-General of Expo Centre Sharjah.

Indeed Sharjah Municipality is, in some areas, setting the pace, embracing private investment with Public Private Partnerships (PPP) such as the recently signed a twenty-year agreement with Bee’ah to manage landfill site operations across Sharjah. Alongside the same agreement, Tandeef, the street cleaning and city beautification arm of Bee’ah, was commissioned to provide services to ensure a cost-effective and environmentally sound solid waste collection and is also required to introduce further recycling initiatives while encouraging international standards of waste source separation and recycling practices.

The three-day event which takes place on 17-19 October 2011 will take a holistic approach of the environmental issues, affecting Sharjah, the UAE and the wider Middle East. It will feature five highly focused areas of sustainability namely, solid waste, waste water, air pollution, scrap metal, alternative energy and green buildings. Comprising an exhibition, conference, seminars and workshops, the sustainable showcase will feature the technology equipment and products that go into environment conservation and protection, offering participants a platform to access the region’s multi-million dollar spending in environmental protection.

Recruitment challenges put the spotlight on critical role of nurses

Abu Dhabi: Employing efficient nurses is probably one of the most challenging things to do across hospitals worldwide, a senior official at the Abu Dhabi Health Services Company (SEHA) said on the occasion of International Nurses Day yesterday.

Hospitals in Abu Dhabi celebrated International Nurses Day (IND), which marks the birth anniversary of Florence Nightingale, who is regarded as the founder of nursing.

"Nurses are the backbone of any health care organisation. Hospitals exist because of nurses. It is a profession of service and caring — we are grateful for their service," Carl Stanifer, CEO of SEHA told Gulf News.

SEHA has embarked upon a clear plan, recruiting 6,328 full-time nurses as of December 31, 2010, which is the largest single contingent of employees in the SEHA Health System, accounting for 38 per cent of their total workforce. The company manages 12 hospitals, 62 clinics and two blood banks in Abu Dhabi.

"These nurses provided support and care through nearly five million patient encounters. About 4.1 million outpatient visits were logged, and more than 104,000 inpatients and [the nurses] spent 653,000 patient days tending to their needs. They helped deliver and care for 20,330 newborns and assisted on more than 35,600 surgeries," said Stanifer.

"Recruiting is an ongoing challenge and probably will be for the foreseeable future. Turnover is inevitable and the worldwide shortage of nurses continues to be a challenge for every health care organisation. We're working hard to recruit more Emiratis into health care roles, especially the areas of nursing and midwifery. We believe these are noble careers and are seeing more young people coming to us for opportunities to serve their country in rewarding roles in the health care arena. We hope this trend continues and grows," he added.

Lynda Mikalauskas, chief clinical officer at Corniche Hospital which has 450 nurses said: "It's wonderful to have the opportunity to acknowledge, celebrate, and thank our nurses for their dedication to providing exceptional health care in a family-centred and compassionate manner to our women and newborns. Nursing has an important role in the entire health wellness continuum and across a person's life span. There is a larger need for more Bachelors- and Masters- prepared nurses in the UAE as there is internationally."

Under their 2011 IND theme ‘Increasing access and equity', nurses from the Shaikh Khalifa Medical City (SKMC) organised presentations on nurses' role in patient care.

Linda Haskins, deputy chief nursing officer at SKMC, said: "SKMC employs approximately 1,583 licensed professional nurses in all facilities. It is time to reflect on the dedication, care, and compassion that each nurse demonstrates each day. We want to thank all of our nurses for doing such a great job every day."

One of the key objectives of the International Nurses Day celebrations this year is to acknowledge the importance of nursing and midwifery as a profession, raise awareness of its recognition internationally as a key, valued profession and to highlight and promote the profession within the UAE.

Violent children: High school horrors

Dubai: Children's violent acts during school hours have been revealed in a new survey.  

Some 15 per cent of students admit using sharp objects against peers in the School Violence in UAE Society poll.

As many as 580 public school pupils in grade 10 answered questions regarding unruly behaviour between 2009 and 2010. XPRESS obtained a copy of the study which is expected to come out soon.

Almost 11 per cent have hit teachers and a further 11 per cent have pelted tutors with stones. Nearly seven per cent have spat on teachers. Over a quarter confessed to destroying school property and nearly 13 per cent admitted smashing windows. The students and schools involved have not been named in the study.

Earlier report

An earlier report in 2010 showed about 63 per cent of male students in the UAE had a physical fight once or more in the past 12 months. The Global School-based Student Health Survey also revealed some 13 per cent of pupils in the country attempted suicide at least once in the same period.

Last year a schoolboy aged 13 was fatally stabbed - a dozen times - by a teenage gang in Dubai and a Federal National Council member had said 200 students were involved in knife fights in Ajman alone. A senior Ministry of Interior official said the UAE is now drafting a bill to regulate the entry of weapons such as daggers, sticks and batons into the country.

Authorities have suggested fitting classrooms and school buses with security cameras to track violence and a proposal includes banning children under 15 from being alone outdoors at night.

Survey author Professor Ahmad Alomosh said school violence is rising because of neglect at both home and school coupled with aggressive content in movies, TV shows or websites.

He added children need to be closely involved in family and school life. He also suggested more cultural, social and sports activities to keep children out of trouble.

"We need better communication between teachers and parents, we just don't have that kind of interaction any more", Professor Alomosh said. He is the dean of the University of Sharjah's social sciences college.

"Violence has spread in all schools because children today live in the same environment," he added.

Osama's ghost: Artwork styled on Holy Trinity

DUBAI: An exhibition showing a potentially provocative artwork where Osama Bin Laden is depicted as the Holy Spirit opens at a gallery in Dubai next week.

The controversial artwork titled ‘Father, Son and the Holy Ghost' will be part of Relate to the Matter As I Drop the Bomb, a solo exhibition by Dubai-based artist Vivek Premchandran popularly known as Ubik.

An oblique reference to the Biblical doctrine of Trinity, one of the most important tenets of mainstream Christian faith, the artwork shows US President Barack Obama as the Father, Iran President Mahmoud Ahmadinejad as the Son and Osama Bin Laden as the Holy Spirit.

But Ubik, 25, dismisses suggestions that his work could offend religious sensitivities. Talking to XPRESS ahead of the exhibition opening at Traffic gallery on May 18, Ubik urged people to come with an open mind. "This is a conceptual art with a bit of dark humour. I don't want to offend viewers, but I will be lying if I say I don't want to provoke them.

"I want people to come with an open mind. This is a hardcore political show," he said.

A Traffic press release said Ubik's "works pose a kind of experiment where the artist displays the work and awaits a response from the audience. Viewers are urged to explore their reactions and emotions, often in a cynical, sarcastic and humorous way."

"As much as I am political, I can't take sides. I prefer to be an observer," said Ubik, denying insinuation that he was trying to cash in on the Osama hysteria.

"I made this piece months back. It's just happenstance that my exhibition is taking place within days of Osama's death. For all you know this could well be the first art exhibition in the world on Osama after his death," said Ubik who uses lenticular imaging technology in most of his creations and has displayed his works at leading art galleries, including Art Dubai.

Another lentrical image of Osama is accompanied by a graphic text that reads: I don't need a eulogy to leave behind a legacy.

Lenticular imaging in a multi-step process consisting of creating a lenticular image from at least two images, and combining it with a lenticular lens. The technology forces the eye to focus on only one of the interlaced images at any viewing angle. When you change the angle, the image changes too.

Ubik said Relate to the Matter As I Drop the Bomb is a lyric from the song I'm Housin, by American political rap group RATM (Rage Against the Machine) but refers to the current socio-political upheavals in the Middle East region. The exhibition runs until June 15.

Baboon housed in a bird cage

I would like to share an incident that took place about a month ago.

As the founder of Friends of Animals Dubai, I receive e-mails and calls almost every day pertaining to pets, but they are usually about farm animals — just the odd horse here and there.

But one recent afternoon, a caller reported a paralysed baboon that was kept in a bird's cage in a veterinarian's clinic at the Sharjah Animal Market — it immediately caught my attention.

The caller told me several stories about the animal — perhaps he had cancer or he suffered from a rare disease that had crippled him. I immediately made my way to Sharjah.

On the way, I spoke to the vet who claimed to be treating the monkey for certain illnesses. I was able to persuade him that a wildlife expert who had the right medical equipment would be the right person to help the poor animal and he said he would allow me to take the baboon away.

A different world

As an animal lover, the animal market has always been a no-entry zone for me, and even though I have been curious, I have never had the strength to visit the place. That evening, I had no choice. I could not stop thinking of the sad baboon inside the cold cage.

When I reached the place, it was as if I had travelled back in time! Women were walking around with African grey parrots hanging onto their clothes, Persian cats were being carried around like handbags without proper carriers — as is legally required.

While waiting for the doctor, I heard a strange sound and then saw the little Hamadryas baboon. He was lying immobile. I saw no water or food — just a cold, metal cage.

He tried to move but only succeeded in turning his head from side to side and managed a weak push with his rear legs. Then he began screaming and I realised that he was in terrible pain.

His inconsolable shrieking lasted from the animal market to the Breeding Centre for Endangered Arabian Wildlife in Sharjah where we took him.

I realised how serious the poor primate's condition was and didn't expect a miracle, but wanted to spare him from decomposing alive in an empty cage.

The next morning, we had the results. The baboon was suffering from a dislocated shoulder, most likely causing him the painful body paralysis. A pellet was also found under his right arm when his x-rays were taken.

He also had some marks around the neck perhaps caused by a dog. He had been in pain for quite a long time. The animal was finally euthanised.

Victim with toxic burns back home after treatment

Fujairah: One of two Emirati boys, who had sustained 60 per cent burns after falling into a waste dump in Dibba-Fujairah, has returned after a two-month-long treatment in Germany.

Khalifa Ali, 11, and his cousin Jasem Al Yamahi, 13, had sustained serious burns after falling into the hazardous waste dump in Dibba-Fujairah in January.

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, had ordered that the two boys be sent to Germany for medical treatment.

Jasem came back from Germany after undergoing two months' treatment at Olga Hospital. The step by step treatment involved taking layers of skin from his abdomen and his head to put on the burns.

Five years

"Each operation used to take four to five hours. Jasem will continue his treatment by travelling to Olga Hospital every three months for five years. His next appointment is on July 22, 2011," Ali Saeed Mohammad Al Yamahi, Jasem's father, told Gulf News. "

For medication, we are using creams given by doctors from the Olga Hospital, and we are covering Jasem's legs with stretchable silicon. My wife and I are taking care of Jasem, and we change the stretchable silicon every day after putting the cream on his legs," explained Jasem's father.

"I would like to thank Shaikh Mohammad for all his support and help," he said.

He said Khalifa, who is still in Germany, will return in a month's time.

The family had gone to see the flood water run-off in the wadi after rains in January when the incident occurred.

Khalifa was the first to fall into the pit while Jasem ran to his rescue and fell with him.

After falling into an extremely fine powder with a peachy hue, Khalifa and Jasem both felt a burning sensation on their skin, which turned white from the powder. When the boys tried to brush off the dust, their skins peeled away with it.

Child safety warning issued after two children die in accident

Dubai: Children younger than 10 years are not allowed to sit in a car's front seat, warned a chief traffic prosecutor Sunday following an accident that killed two children, including a one-year-old baby and his four-year-old sister.

It is against the Traffic Law and ministerial decision number 127 of 2008 to allow children younger than 10 to be seated in the front seat of a car, cautioned Chief Traffic Prosecutor Salah Bu Farousha, Head of Dubai Traffic Public Prosecution (TPP).

His warning remarks came in wake of a traffic accident in which a 29-year-old Emirati mother lost control of her vehicle and rammed into another car resulting in the death of her one-year-old son and her four-year-old daughter on Saturday 8.30pm on Hatta Road.

Seat belt

He also added that passengers in the front seat are required by law to wear their seat belts. He said this applies to driving within or outside the city.

Bu Farousha said. Investigations at the scene revealed, according to the head of TPP, that the mother lost control and veered off from the left to the right lane before she hit a sports utility vehicle driven by a 60-year-old Emirati man.

The woman's vehicle overturned twice and landed at the roadside. Two children died and two Filipina housemaids, aged 23 and 26, a five-year-old girl and a six-year-old boy were injured.

The mother had minor injuries and the SUV driver was not injured.

"We have asked the Hatta Police Station to provide us with a report about the accident and prosecutors have started an investigation."

Bu Farousha said the investigation will focus on which of the children was in the front seat and the fact that there were no children's car seats in the vehicle at the time of the accident.

Questioning

He continued: "Upon the directives of Dubai's Attorney General Essam Eisa Al Humaidan, suspects are held liable and questioned if they cause injuries or deaths to their relatives in traffic accidents." Bu Farousha said the court is asked to show compassion to such people and consider the circumstances.

"We ensure that the law is properly enforced hence we constantly ask the court to consider the suspect's emotional state and background, in addition to other factors such as his [or] her clean record, age and the belief that the crime will not be repeated," Bu Farousha added.

When children fall victim to parents' mistakes, the law must be applied humanely, Bu Farousha told Gulf News earlier.

Traffic prosecutors have recorded 44 deaths, including nine Emiratis, in the first four months of this year.

Domestic violence scars children forever, expert says

Dubai: Emotional violence towards children is as bad as physical abuse and leaves a child permanently scarred and unable to mature emotionally, a renowned family consultant said.

Children of violent parents often grow up to become violent parents themselves because children learn by example, Khalifa Mohammad Al Mehrezi, Head of Quality Department and Family Consultant at Dubai Courts, said.

Children who are deprived of love and compassion before the age of 15 keep on looking for them after they grow up and mature and are never satisfied no matter how much love they receive as adults, Al Mehrezi said.

"These people keep seeking love to no avail. Whether men or women, they become aggressive and turn into bullies. They also become playful and develop what we describe as a ‘Don Juan' character, because they have an emotional hunger that they cannot satisfy," he said.

Values acquired by 15 years

In a lecture about domestic violence and its effect on children, Al Mehrezi said children acquire all their values before they turn 15, and this is why parents were ordered to teach their children how to pray at an early age, as this will engrave the habit into the child's character.

The lecture was organised by Dubai Police as part of the childhood protection campaign that runs until the end of April.

"When a child turns 15, he starts developing habits rather than values. The process of emotional maturity begins after this age, and the child starts dealing with the values he learned in the first years of his life," he said.

Beating used as revenge

Beating by parents is not used as a means of discipline, but rather as revenge against their children for causing an inconvenience, and sometimes just to vent off steam. They argue that this is how they have been raised by their parents, and believe that they were not affected negatively by this upbringing.

Al Mehrezi highlighted that more than 77 per cent of men who beat their wives admitted that they had seen their fathers beat up their mothers, Al Mehrezi said, adding that 10 to 15 per cent of learning is achieved through what person reads, 13 to 20 per cent through what he hears, and 50 to 75 per cent is learnt from what a persons sees and hears.

"We have to learn from Prophet Mohammad (PBUH), who did not punish children when they did something wrong, but seized the opportunity to teach them how to do it right," he said.

Daytime temperature in UAE to rise

Al Ain: The weather on Sunday will be partly cloudy in general with a rise in the daytime temperature across the country.

The National Centre of Meteorology and Seismology (NCMS) said that there are chances of towering clouds over the mountainous areas sometime in the afternoon. The winds are likely to be light to moderately rough in general.

Temperatures are expected to remain between a minimum of 19 degrees Celsius to a maximum of 41 degrees in the country, and the humidity level could go as high as 95 per cent at the coastal and 85 per cent in the internal areas at times.

There could be some windy and dusty conditions in the open areas, as winds might get stronger there kicking up sands and dust.

Maternity software is a winning invention

A student from the University of Wollongong in Dubai (UOWD) will represent the UAE at the 2011 Microsoft Imagine Cup global finals set to take place in New York this July.

Shawn Frank, 20, called his team Hex Pistols and claimed third place for his project "momEcare" at the Imagine Cup regional finals at the American University in Dubai, last week.

"MomEcare" is a low-cost pregnancy and childbirth assistance software application system for a mobile-based platform. His project was done in collaboration with the American Hospital in Dubai.

"MomEcare is designed to tackle the fifth UN Millennium development goal of improving maternal health worldwide," said Frank. "My research has found that 70 per cent of pregnancy and birth related deaths in the developing world can be prevented through relevant education and the use of simple technologies."

Other GCC regional winners who will represent their countries in the global finals in July are Swap team from the American University of Kuwait for the ‘Revolutionary reporting system' project, as well as the Omani team, from Sultan Qaboos University, for their project "Help me educate others."

The teams won over the senior enterprise and government members on the judging panel with a 15-minute-long presentation.

"I am amazed by the creativity and innovation shown by this special calibre of students at this year's regional finals," said Samer Abu-Latif, Regional General Manager, Microsoft Gulf.

Everybody wins

Team explorers won the mobile application development category for their project ‘touch.edu' at this year's regional finals of the Microsoft Imagine Cup at the American University in Dubai, last week.

Although they will not be heading off to New York for the global finals, telecommunications corporation du has offered them a space within its Shelter initiative. The Shelter is a business incubation facility aimed at helping entrepreneurs to nurture small businesses.

Al Asayel school holds painting exhibition

Abu Dhabi: Dr Mugheer Khamis Al Khaili, Abu Dhabi Education Council (ADEC) Director General, has inaugurated the Creativity Fingerprint painting Exhibition organized by Al Asayel School in Abu Dhabi National Theatre.

The exhibition included 50 artworks created by students, teachers and parents; while the supervisor of the event participated with another 10 paintings. The exhibition general scope was to illustrate the genuine national heritage related to the land and the marine cultural assets as well as the local environment scenery.

Al Khaili said that this attention given to artistic talents is part of our priorities and the expression of our belief in the importance of refining their flair as this will positively impact academic achievement of the students and contributes to the development of the student’s artistic feeling, self confidence and personality.

He added that such an event would strengthen the ties between the students’ families and a platform for all to meet and exchange ideas and opinions on education and the challenges lying ahead of us. Dubai: Regional fashionistas take note; the London College of Fashion (LCF) is back in Dubai this month with its short course offerings and will run three new subjects down the catwalk.

LCF, part of the University of Arts London, will run 12 short courses at the Pullman Hotel in the Mall of the Emirates over the course of two weeks.

"This year we've introduced three new courses reflective of the great feedback we received last year," said Linda Roberts, senior business manager, LCF.

The new subjects are online fashion marketing and social media; retail branding, promotions and visual merchandising; and managing your own shoe or accessory business.

Roberts added that this year's offerings focus more on the business side of fashion rather than the creative aspect due to a gap in the region's fashion education market.

"We felt there was a lack of opportunity on the business side of fashion and with the UAE's strong retail industry there are a lot of aspects of fashion management that go with that," she said.

"We purposely focused on this particular area because we felt it opportune and we recognised the entrepreneurial spirit of young people in the region."

One size fits all

Although the courses are more suited to professionals already in the region's fashion industry looking to improve on their skills and keep up with global trends. Roberts added the short courses are an ideal way for students interested in pursuing a fashion degree to get a taste of what they could look forward to.

"We found that last year in Dubai we got the same kind of people profiles we do in the UK," she said, "some of whom use the courses for professional development and others who use it as an opportunity to prepare for a long- term degree programme."

The courses will run from Friday, May 13 to Friday, May 27 at costs ranging from £390 (Dh2,393) to £950 (Dh5,830) for a minimum of a one-day course to a maximum of five days.

However, for those sceptical about parting with such large sums of cash in these hard times, LCF assures interested parties their money's worth with an array of world-famous instructors.

Aid workshop aims at enhancing field response skills

Abu Dhabi: The UAE Office for the Coordination of Foreign Aid (OCFA) and the UN Office for the Coordination of Humanitarian Affairs (OCHA) has conducted a five-day workshop on ‘Basic Tools and Mechanisms for Emergency Humanitarian Response'. The workshop is aimed at enhancing the field response skills of locally-based humanitarian personnel.
Officials from different organisations demonstrated their capacity to respond to humanitarian emergencies during a field exercise organised jointly by OCFA and OCHA. The exercise was held with the support of Abu Dhabi Police and the UAE Red Crescent Authority.
Mobilisation
The training was based on a three-part manual, ‘Responding to Emergencies', produced by OCHA Regional Office for the Middle East, North Africa and Central Asia in collaboration with OCFA.
An OCFA statement said: "The goal of the field exercise was to impart an understanding of the key elements of mobilisation, needs assessments and coordination mechanisms used during humanitarian emergency response situations. The exercise has helped participants develop and refine their capabilities in this regard."
Collaboration
The statement also highlighted the spirit of collaboration that ensured the success of this exercise, in which Abu Dhabi Police Head Quarters, represented by the Search and Rescue Team, and the Red Crescent Authority drew on their expertise in humanitarian response to assist volunteers in running an extensive simulation exercise, as part of their continued support for the UAE foreign aid sector.

Police catch thieves red-handed

Sharjah: Police have arrested two Bangladeshi men caught red-handed after they broke into a shop in Sharjah.
A police official said the incident took place on Jamal Abdul Nasser Street after they had received complaints that people were breaking into the shops.
The Criminal Investigation Department (CID) at Sharjah Police formed a team to find the suspects. But they were caught when a police car patrolling Jamal Abdul Nasser Street spotted a medical and electronic shop with its doors open, unlit, and with two men walking inside.
The officers discovered the suspects with tools.
They confessed to stealing Dh2,250 from various shops, Dh10,500 from a car shop and Dh1,000 and 400 mobile recharge cards from a supermarket.
The case has been referred to Sharjah Public Prosecution.

Public school pupils lag behind in language skills

Dubai: The writing and spelling skills in Arabic and English language of public school pupils are far below expected standards, according to an assessment of over 40,000 public school pupils in 285 schools across the country.
In November last year, the Ministry of Education introduced the UAE National Assessment Programme (UAENAP) for public schools in Dubai and the northern emirates. About 40,000 pupils in Grades 3, 5, 7 and 9 underwent five days of testing to assess their knowledge and ability. The subjects assessed were Arabic reading, writing and spelling, English reading, writing and spelling, Mathematics and Science.
Announcing the findings of the assessment yesterday, Humaid Mohammad Obaid Al Qutami, minister of education, said that the reading skills of students in the Arabic and English languages surpassed expectations and the science and maths abilities of the pupils were also up to the mark.
However, writing and spelling skills in Arabic and English were not up to the expected standards, he said.
"The findings of the assessment will be used to overhaul the curriculum," he said.
On average the girls performed better than the boys, but boys were well represented in the top performing students.
In Arabic writing, ninth grade boys scored 415 while the girls scored 610, and in spelling boys scored 613 while girls scored 668.
In English writing, ninth grade boys scored 485 and the girls 584, and in spelling boys scored 463 and girls scored 517.
UAENAP aims to investigate the progress of pupils against the standards defined in the national curriculum and gathers data that will be vital for decision making on allocation of resources, curriculum development and teacher development, said Aisha Al Shamsi, who heads UAENAP at the ministry.
The copies of the assessments will be distributed to the stakeholders, including the educational zones in these emirates, school principals and parents.
"The assessment will help the ministry get a clear picture of the quality of education offered in these schools. It will also allow the officials and policymakers to study the strengths and weaknesses of educational zones, schools and individual pupils," the minister said.
Aisha Ganem, director of evaluation and examinations at the ministry, said they were working on including more schools and pupils in the tests.
The next cycle of the tests will be held in January next year, she said.
UAENAP results will allow comparison with the results of international assessments, she added.
The tests were developed by the ministry with the help of the Australian Council for Educational Research (ACER).
Alan Egbert, the Middle East manager of ACER, said: "The tests not only show the children how they have fared but also provide the actual expectations. This will help tremendously in their personal goal setting for improvement."

Citizen journalism has its risks, Arab Media Forum hears

Dubai: As Arab regimes facing pro-democracy uprisings shut their borders, traditional journalists are forced to rely on citizen journalists to tell the story. That, however, comes with risks, warned journalists at the Arab Media Forum.
During a session entitled Media in a Shifting Arab World, former CNN journalist Octavia Nasr said that news networks' reliance on citizen journalists was risky but necessary when they are left with no other choice.
Speaking of her own experience covering the 2009 pro-democracy uprising in Iran for CNN, she said that media from citizen journalists coming from Iran was analysed by a team of specialists who were familiar with the country, its geography and its landmarks.
"We would even call people in the areas the images were alleged to have come from to corroborate the news," she said.

However the danger of relying on citizen journalists was also highlighted when clips were shown of errors made by Reuters, Al Arabiya and Al Jazeera where older footage was mistakenly aired, falsely claimed to have been filmed in Yemen and Syria, both of which currently face uprisings.
Nabil Al Khatib, editor of Al Arabiya, said such events are used by regimes to discredit news channels, suggesting that some false news could be planted by governments looking to shame the channels and undermine their credibility.
Objective
Asked if Saudi-owned Al Arabiya cover the country objectively, Khatib said his channel covered Saudi Arabia "to an extent" but cautioned the audience from believing that Arab media was "free to cover any topic without taking certain things into consideration".
"Our journalists neet to get salaries," he said. "There is an impression that owners of private news channels don't have interests. They do. Yes, they can be adventurous - either with their advertisers or with their viewers," he said.
Abeer Al Najjar, a professor of mass communications at the American University of Sharjah, said that news channels needed to "strategically build their credibility".
"If media rises in Tunisia or Egypt [which have recently ousted their regimes after pro-democracy protests], what will happen to Al Jazeera and Al Arabiya?" she said.

Sharjah Islamic Bank Sukuk Issuance Receives Huge Response

The road shows launched last week by Sharjah Islamic Bank (SIB) to mark the Bank’s Sukuk issuance have been a resounding success, according to Bank CEO HE Mohammed Abdullah. The issuance of the US dollar-denominated Sukuk (Islamic bonds) is expected to close today (Wednesday 18 May 2011), and be listed on the London Stock Exchange.
The CEO’s remarks followed meetings between SIB management and investors, including investment portfolios, finance companies and banks in the Middle East, Asia and Europe, where the Sukuk issuance received a great response.
The value of the Sukuk will be announced right after subscription closes on Wednesday.
Ahmed Saad, SIB Deputy CEO and head of the Sukuk campaign, said, “The road shows launched by SIB to promote the Sukuk issuance have garnered a lot of attention, and there has been huge demand from all segments of investors in the countries in which the road shows took place – a fact that we take as a positive sign for the success of the bond issue.”
Saad explained that the road shows – which have been undertaken by the Bank’s team, including Saeed Al Amiri, Head of Investment Group, and Anver Jalaldeen, Head of Capital Investment, as well as representatives from joint lead managers HSBC and Standard Chartered – were launched in Abu Dhabi and Dubai, from where they travelled to Asia, including Singapore, Kuala Lumpur, and Hong Kong during the first week of the promotion, moving on to the final leg of the tour in Europe this week and holding several meetings in London.
“Investors have expressed their confidence in the rewarding investment potential of this Sukuk, and SIB’s financial position as well as its ability to seize promising opportunities in the market and achieve future growth,” Saad continued, adding that this clearly demonstrates SIB’s strong financial position, as well as the influential economic position of the UAE and the great support given to the financial and banking sector in the country.
Saad also stated that the volume and value of the Sukuk issuance will be determined by SIB’s joint lead managers after the completion of the road shows and the closing of the subscription today (Wednesday).
“The positive response to the road shows has exceeded our expectations, but at the same time it is normal and well-matched to the financial strength of the bank, which was one of the first banks to have its rating raised by Standard & Poor’s Ratings Services during the global financial crisis. This positive response reflects SIB’s strong performance and our ability to generate profits, based on a combination of our solid financial position in the market, adequate capital, and good financing and liquidity standards, in addition to our conservative policy, which is guaranteed to safeguard the rights of our shareholders and clients,” the Deputy CEO added.
This is the second Sukuk issuance from Sharjah Islamic Bank, after its first successful issuance in 2006.
