Workers owed billions as authorities in China fail to tackle missing wages

BEIJING // Hei Pern's new job as a translator for an oil company seemed like just the career move he was looking for.

It offered Mr Hei, 22, an English literature graduate, originally from China's Ningxia region, a reasonable salary of $1,000 (Dh3,673) a month and the chance to travel overseas, something he had never done before.

Now, little more than three months since he started his job with such enthusiasm, the Beijing-based Mr Hei is unemployed and struggling for money, having quit after not receiving his promised pay.

In total, he earned just 3,700 yuan (Dh2,089) for almost three months' work, about one fifth of what his contract said he was due.

It is an all-too-common scenario among China's migrant workers, who can frequently go long periods without being paid.

"Anyone who worked honestly and hard [would] feel angry at these people," Mr Hei said.

"I didn't expect this would happen in the capital under the emperor's eye. I was really surprised and shocked."

What surprised Mr Hei more than not being paid was the apparent indifference of the government departments that he contacted to resolve his case.

He visited the labour bureau and district court in the Chaoyang district of Beijing.

After being told his own complaints were insufficient, he paid a lawyer 600 yuan to write a letter to the labour bureau outlining his case.

But because the oil company is registered in the province of Xinjiang, despite having offices in Beijing, officials said there was nothing they could do.

"The government departments weren't trying to help people," he said. "They drink tea and smoke cigarettes. They try their best to get away without troubling themselves."

Unpaid wages are thought to most affect China's migrant workforce, which numbers more than 200 million. In 2006, the official All China Federation of Trade Unions reported unpaid wages that year totalled 100 billion yuan, with construction workers owed more than two thirds of that amount.

The following year state media reported as much as 175bn yuan was owed to workers.

The issue has been raised at China's legislature, the National People's Congress, with delegates suggesting employers should contribute to a "security fund" that would ensure workers were paid in the event that the employer defaulted.

In Chongqing, the authorities this month took far more drastic action, deploying a SWAT team of police to raid a construction site where workers were reportedly owed up to 20,000 yuan each.

The city is run by Bo Xilai, an ambitious 61-year-old politician who is expected to become a member of China's supreme nine-strong Politburo Standing Committee next year.

Many other cases have seen workers lose their wages, or even their lives.

In October last year, state media reported that a migrant worker in Sichuan province was beaten to death by men from a personnel company after trying to claim his unpaid wages.

In the city of Shenzhen, workers have been banned from petitioning over unpaid wages in the run-up to the Universiade, or World Student Games in August, a move criticised by the state media.

Despite the issue being discussed for more than a decade, unpaid wages are still "a huge problem", said Geoffrey Crothall of China Labour Bulletin, a Hong Kong-based campaign group.

"Every year, particularly around Chinese new year, you see stories about hundreds of millions of yuan owed to migrant workers, particularly in construction," he said.

One reason, he said, is that the government does not have enough labour inspectors to visit construction sites.

In addition, many workers are employed on a casual basis and lack contracts. This makes it almost impossible for them to seek redress.

They have no proof how much they are supposed to have been paid, and how much they were actually given.

It is also an acute problem in manufacturing, with workers often going without their salary when their factories struggle with cash flow.

In some cases "workers will simply stage a protest and try to bring their plight to the attention of the local government. That's what happened in Chongqing", he said. Next page

Fourth edition of Khalifa International Date Palm Awards opens

Abu Dhabi: The registration process for the fourth edition of the Khalifa International Date Palm Awards (Kdpa) has now opened, award organisers announced on Wednesday. 

There are five categories that applicants can submit their entries for, research and distinguished studies, distinguished producers, distinguished project, best developmental project and distinguished personality in the area of date palm cultivation and dates production. 

"Since the award was launched, we have continued building a strong international presence and our efforts within the date palm industry have become acknowledged by our peers. That is evidenced by not only the number of regional and international applicants but also that our quarterly magazine has become a reference journal for experts in this industry," said Dr Helal Humaid Saeed Al Kaabi, member of the Award Board of Trustees, Head of the Administrative and Financial Committee. 

The previous edition saw over 300 applicants from 24 countries submit entries, of which nine are chosen to receive certificates, awards and a total of Dh2.3m in prize money. The application deadline is October 30, 2011. Winning entries will then be announced in February 2012. 

"In our third edition, we saw an 84 per cent increase in applicants for Kdpa, which is a great achievement considering it is still a very young award. As this award is the first of its kind in the world, we are proud of what is being achieved by participants in the context of Kdpa. An example of this is a project submitted by a previous participant on the possibility of cross-breeding different varieties of dates," said Dr. Abdelouahhab Zaid, the Secretary General of Khalifa International Date Palm Award. 

The organisers also noted that this year, they had signed an agreement with a specialized media organisation to raise awareness about Kdpa through various online platforms. 

"While the award is steadily gaining recognition outside the UAE, we hope that with this agreement, which will see information about Kdpa be presented in various social media platforms such as Facebook and Twitter as well as appearing in different search engines. Additionally, as in our third edition, we will also tour various countries in the region to continue raising awareness not only about the award but also about the innovative potential of the date palm industry," Zaid said.

Bee’ah Introduces First Public Recycling Center At Al Qasba

Bee’ah, the UAE’s leading integrated environmental and waste management company, launched the first public recycling centre in Sharjah at Al Qasba, coinciding with World Environment Day on Sunday 5th June, 2011.

The Recycling Depot is permanently positioned at Al Qasba, with more expected in other locations in the future throughout the city of Sharjah; and will serve as yet another recycling touch-point in the city for residents in Sharjah, who adopt recycling as a lifestyle.

Being committed to educating the community about leading an environmentally sustainable lifestyle, Bee’ah conducted several activities, including Eco-Hunting, Drawing for the Environment and Pledging, during World Environment Day at Al Qasba to teach children and their families on the importance and simple methods of recycling. In addition, the public was invited to drop off their recyclable household waste items for Bee’ah to collect and process for re-use in the economy.

Its engines shattering the ancient tranquillity of the desert, a helicopter thunders over the coast of Abu Dhabi. It is the early 1960s, and the oil rush that will make the emirate one of the richest countries in the world is in full swing.

Taken from the archives of British Petroleum, the machine in the photograph is almost certainly a Westland Widgeon, based on a design licensed from the US company Sikorsky, which could carry a pilot and up to four passengers.

It was operated for BP by Bristow Helicopters, a British company that would become one of the world's largest suppliers of aviation services to the oil industry. The company was founded by Alan Bristow, a picaresque figure whose exploits included helicopter spotting for a pirate whaling fleet in the Antarctic, winning the Croix de Guerre for evacuating wounded French soldiers in Indochina, and riding with the Duke of Edinburgh while representing Great Britain at four-in-hand carriage driving.

Bristow brought two Widgeons - named after a wild duck - to the Gulf in the late 1950s, and stationed them on Das Island, the centre for offshore oil exploration in Abu Dhabi.

The helicopters were originally intended to be used to fly out essential spare parts and key staff, but proved so reliable that they provided what was effectively a ferry service between the island and the mainland.

Call to regulate antiques trade

A call to regulate antiques trade and set up a mechanism to verify ownership was made after an Arab man was been charged with filing a false report and inflating the value of antique belongings that were stolen from him.

Brigadier Khalil Ebrahim Al Mansouri, Head of the Criminal Investigation Department of Dubai Police, said there should be a mechanism to regulate antiques ownership and sales, such as making it compulsory to obtain a permit to sell antique pieces and investigating the ownership of undocumented pieces.

In June, the Arab man reported that an antique book made of pure gold and worth $500,000 (Dh1.835 million) was stolen from him when he was meeting a potential buyer through a middleman.

The complainant, M.H.A., told police that the middleman, B.A., and the buyer beat him up and took this book, along with another book and a briefcase containing Dh100,000 from him when he met in Muhaisena them to show them the books.

According to him, the middleman took him in his car to Muhaisena, and when he went out of the car, he was attacked by another person who tried to snatch his briefcase, and despite fierce resistance on his side, that person took the bag and ran away.

A criminal investigations team was set up to arrest the thief and return the belongings, and when he was arrested with the books, it turned out that he was a friend of the middleman, who brought him to steal the books after arranging a meeting with their owner.

Investigations revealed that the books are only worth Dh100,000, and the stolen briefcase did not contain any money.

After confronting the owner, he admitted that he had made the whole story up and inflated the value of the book to attract attention.

He was referred to Public Prosecution along with the first and second suspects.

Auditor to check on Saadiyat workforce

Abu Dhabi : International auditing body PricewaterhouseCoopers (PwC) will monitor the well-being of workers on Saadiyat island.

The Tourism Development and Investment Company (TDIC) Tuesday announced that it has appointed the independent auditor to monitor the performance of its contractors and subcontractors with regard to worker benefits and services.

Workers on the island are employed via third party companies, who are obliged to adhere to UAE Labour Law, and also required to comply with TDIC's Employment Practice Policy (EPP), a document that sets out strict policies to safeguard workers' welfare based on international best practice.

In stringently monitoring contractors' compliance with welfare rules, PwC will report to TDIC on key aspects of worker welfare, including withholding of personal documents, illegal recruitment fees, payment of wages, health and safety, and working and living conditions.

Report to be made public

The results of the audit reports will be released in a comprehensive report to the public on an annual basis. During the reporting cycles, PwC will conduct formal and informal interviews with construction workers in their own language, as well as with the contractors and subcontractors.

Surprise visits

PwC will conduct scheduled and surprise site visits to check contractors' compliance.

Sultan Mohammad Al Mahmoud, executive director of Strategic Performance and chairman of the EPP steering committee at TDIC said: "TDIC is deeply committed to safeguarding the rights of workers on its projects. We are happy with the results we have achieved to date through our EPP, and the appointment of PwC will help us to confirm that all our contractors and subcontractors are adhering to all their contractual obligations in relation to workers' rights, and that they have the right support to help them meet these regulations."

Exhibition focuses on simple men

Dubai: "I think men have a beautiful simplicity to them," said Amnah Raisi, the 20-year-old student of economics from the American University of Sharjah.

She was talking about her "Men of The UAE" photography exhibition, which was held at the Dubai Community Theatre and Art Centre at the Mall of the Emirates. The exhibition ended yesterday.

She explained that the aim of the exhibition featuring portraits of 19 Emirati men from different fields of work, was to shed light on role models and for the younger generation of Emirati to see and break stereotypes. It was also meant to give them exposure, which might not be provided often by the local media.

The photographs showed a diverse group of men, from different generations, each striving for the best in their own fields, whether it was in the role of the father, the modern fisherman or the globalised youth.

Idea to reality

"This all started as an idea two years ago, and back then I thought it was going to be one of my many ideas which I never implemented. But as time passed by, it started becoming more real," Amnah said.

"I decided to use an old passion which was writing, and a new passion, photography, to bring this project to life."

Through simple captions, the candid portraits, which were taken in natural environments and barely edited, aim at conveying "real" moments from the men's lives.

"I won't label myself as a photographer. All what I tried to do through the photos was to capture a moment that moved me, and which I tried to use to get a message across to the viewer."

As simple as the concept might seem, the hard work put in it was remarkable. "I had an hour and a half long photography session with each of these men and took almost 500 photos per session, in order to get the perfect shot. I worked daily for two months to complete it."

When asked about what the choice of the specific men for her project was based on, Amnah said that they were individuals from her community whom she admired, and knew how much they had achieved.

All of this would never have been possible without her family and friends, Amnah added. "This project made me realise that you have to push your family to the limit to actually see how supportive they are."

She was also given a lot of guidance from a discussion group called Promise of a Generation (POAG), which was established in 2009 and serves as a platform that brings together young people.

Supreme Court to take up sedition hearing Tuesday

Abu Dhabi: The trial of a group of political activists charged with posing a threat to state security will begin today in the Federal Supreme Court, Chief Justice of the court, Abdul Wahab Abdool, told Gulf News Monday.

The UAE detained the five activists — all of whom had put their signatures to a pro-democracy petition in March — on charges of "perpetrating acts that pose a threat to state security".

Judge's discretion

The accused are Ahmad Mansour Al Shehi, Nasser Ahmad Khalfan Bin Gaith, Fahd Salem Mohammad Salem Dalk, Hassan Ali Al Khamis, all Emiratis, and Ahmad Abdul Khaleq Ahmad, who does not carry identification papers.

Chief Justice Abdool said the trial might be held behind closed doors. However, he added "whether on not the hearing will be open to the public is in the hands of the Chief Justice of the State Security District, which looks into the case."

Al Shehi led an online political forum, while Bin Gaith is an economics professor and a frequent guest lecturer at the Abu Dhabi branch of Paris' Sorbonne university. Both were arrested in Dubai in early April.

The other arrested activists advocated political and parliamentary reforms suggesting that the current federal parliament serves only as an advisory body.

Following the activists' detention, tribal leaders and Emirati lawyers have pledged their loyalty to the country and its leaders in a move to distance themselves from the activists.

Drivers complain of stolen car parts and damages

Abu Dhabi: Did you ever notice a part missing or broken, or a scratch from one end of your car to the other? Well, you're not the only one.

Many motorists in the capital have complained that they often find some parts of their vehicles missing in the parking lots.

Motorists have suggested having some surveillance system in place in paid parking areas to ensure safety of vehicles.

A Gulf News investigation revealed that emblems, antennae, side mirrors, hub caps and wheel caps are the most stolen exterior car parts as they are relatively easy to remove.

"I live in Khalifa Street next to the Adnic building. Recently, I found out that somebody used some tools, maybe a screwdriver, and took off my car's emblem while it was parked in a paid parking area," said Sujin, a motorist.

This was not an isolated incident. Many others shared similar experiences with Gulf News.

"I have a BMW, and had the exact same experience," a young Emirati who parked his car in the same parking lot said. "Counterfeit emblems are not available in the market, so I think there is a mafia that steals them and sells them as they are quite expensive," he added.

‘Right information'

A Pakistani resident said: "I had the same experience last week, my car's emblem was stolen as well. It's a Mercedes."

Mercedes and BMW emblems are the most frequently stolen items.

A Jordanian resident added: "I had a Mercedes and lost its emblem a number of times, but since I have switched to Audi, it never happened again, either because the logo is too big to be stolen or they simply aren't interested in it."

A British resident shared his experience saying: "Two months ago I noticed that my car's Mercedes sign was missing. It was cut with a sharp tool, yet not dismantled, which left a dent on my car."

"Victims of such incidents should come forward to the police so that we have the right information and relevant statistics to deal with the situation and apprehend the culprits," an official from the police told Gulf News.

The incidents do not seem to be restricted to Khalifa area. An Egyptian in Khalidiya had a similar experience.

"The antenna of my car, a Volvo, and the covers of the headlight and wipers were stolen in three different incidents," I.S. said. "Nothing is safe… radios, cassette players and CD players are also frequently stolen items from inside cars as well.

"Even tyres were stolen from my trailer," said Abdullah, an Emirati who owns a cargo transportation company. "I never expected anyone would steal a tyre or a battery but it has happened quite often," he claimed.

Few complaints

Few residents actually filed complaints with the police regarding such e incidents. Only two of the residents Gulf News spoke to had done so.

"I filed a complaint at the Mina police station; the policeman was very courteous and concerned. He did his best to support my insurance claim," Sujin said.

"I didn't bother to call the police because I'm sure they are busy with more important things," the British resident said.

Bank charges

I opened a Kunooz Value Plus savings account with Dubai Bank last year and made regular payments into it.

In October 2010, I withdrew an amount and my balance went below the Dh1,000 mark. Since then there have been no transactions relating to this account. On March 13, 2011, I went to deposit Dh2,000 in my savings account and was surprised to learn that Dh75 has been deducted each month from October 2010 to February 2011 — around Dh375 in total. I found this practice unfair and deceitful for the following reasons.

1. At the time of opening the account, this was not stated in the account opening form and it was not explained to me.

2. Even their website which markets Kunooz Value Plus account does not state this.

3. Each month when the Dh75 deduction was made from my account, there was no SMS alert or warning sent on my mobile phone.

4. No monthly bank statements were sent to my P.O. Box mailing address either.

When I expressed my disappointment to the customer service manager at the bank, he stated that nothing could be done as this is the policy of Dubai Bank regarding account deposits less than Dh2,500. They only send an SMS and mail your monthly statement to your postal address whenever you deposit or withdraw money from the bank. Since I had made no transaction from October 2010 to February 2011, they had systematically been deducting Dh75 each month without the knowledge of the account holder.

In my opinion, even a deduction from an account is a transaction and Dubai Bank was obliged to ensure that the customer was notified.

Mr Sunny responds: Thank you for all your efforts. I am assuming the last line of Dubai Bank's response was meant to read that they have arranged to reverse the service charges accrued during this time and not the SMS charges. I will double check that when I receive my next bank statement.

In any case, I congratulate Gulf News for covering this issue in the right spirit. It would be very prudent if Dubai Bank rectifies the lapse and ensures that no other customer gets affected on similar grounds.

Diplomat accused of human trafficking

DUBAI // A German diplomat in the UAE has been arrested in Berlin on charges of human trafficking and corruption.

MT, a vice-consul with the German consulate in Dubai, is accused of helping human trafficking rings to smuggle people from Afghanistan to Germany through the UAE.

"He was arrested on May 21," said Martin Schaefer, deputy spokesman of the German Foreign Office. "He is a German national who was still employed in the UAE at the time of his arrest.

"The investigations were initiated by the German Foreign Office on suspicion of improper behaviour, and the foreign office informed the German authorities," Mr Schaefer said. "The investigation is ongoing."

German prosecutors have charged MT with corruption and human trafficking. If convicted he faces up to 10 years in prison.

The foreign office will ensure that consular operations in Dubai continued as usual, Mr Schaefer said.

MT was on holiday in Berlin and on his way back to Dubai when he was arrested at the airport.

"It's terrible if it is true," said a source at the German foreign ministry. "We all still can't believe it. He is such a nice person."

Another source described the arrest as "very unpleasant".

Al Khaili: 116 PPP operator contracts to phase out by the end of this school year

WAM Abu Dhabi, 13 June 2011 (WAM) -- Dr. Mugheer Khamis Al Khaili, Director General of Abu Dhabi Education Council (ADEC), said that the PPP Project has achieved its targeted goals and as originally planned a phase out of 116 PPP operator contracts is going to take effect at the end of this school year; the remaining 65 PPP operator contracts are scheduled to expire by the end of 2012.

The PPP program was established in 2006 as part of ADEC's strategic initiatives aiming to improve education in Abu Dhabi public schools.

"During the last five years, PPP has proven to be very successful in its aim of enhancing the teaching and learning processes as well as strengthening school leadership," Dr. Al Khaili added.

The project has introduced various world-class teaching strategies that helped improve student skills in English as well as other areas while promoting national identity, culture and values of students as evidenced by the various activities carried out in and outside schools, Dr. Al Khaili pointed out.

"During the previous school years, the PPP project was instrumental in fostering relations between school and community by encouraging community members to actively engage in school activities and students to take part in various community events '&' activities," ADEC's Director General added.

ADEC will ensure that PPP teaching and curriculum standards are maintained by schools under the supervision of cluster managers who will be providing the teaching and administrative staff with all necessary support, he stressed.

"ADEC is keen to help schools shift from reliance on operators to a rather independent approach while performing their various operations based on the experience acquired from the PPP program in terms of teaching, knowledge sharing, assessment and student activities. "We have gained knowledge and faced many challenges from the PPP project experience. Thus, we all have to make the best use of the successful experience and overcome challenges," he added.

Graduates lack 'soft skills'

Dubai: Graduates fresh out of university have come a long way in the past few years here in the UAE. They are more enthusiastic, harder working, better prepared for job interviews and can articulate their career goals clearly, employers and career guidance counsellors say.

But there is significant room for improvement when it comes to their soft skills, which include language, workplace etiquette, friendliness, communication, personal appearance and time management. These skills are as important as the occupational requirements of a job, experts say.

"I don't think that it's an issue of a poorer calibre of graduates in the Middle East, there are global concerns about the ‘work-readiness' of graduates, and that's something that's evolving as graduates become more aware of the rigors of work," said Ammar Shams, Regional Head of Corporate Sustainability at HSBC Bank Middle East Limited.

"Also, this preparedness to work is not purely an issue of academic qualifications — but one of attitude and aptitude," he said.

Are graduates up to par?

Cornelio Gomes, who works at the University of Wollongong in Dubai's (UOWD) Career Development Centre, agrees the main problem he sees is a lack of soft skills. "It's time management, communication, organisational skills that we address."

While employers usually give positive feedback about employees sourced from the university, interns can be problematic as they find it difficult to juggle the demands of university and work. Often companies will give interns a full workload which they did not anticipate, "and they find it too much". This is a problem as internships have resulted in full-time job offers.

Patrick Luby, former managing director of Manpower Middle East and current CEO of Clarendon Parker Qatar, says feedback from employers is mixed.

"The ones from technical colleges seem to be very well prepared and I think some of the universities like AUS (American University of Sharjah), AUD (American University of Dubai) and ADU (Abu Dhabi University) seem to produce people who are reasonably work ready."

On the whole, the quality of graduates is much higher compared to previous years, said Luby.

Omran Mahmoud, director of HR Source in Dubai, agrees that the calibre of graduates has improved and they are well- rounded.

He cites the lack of soft skills as a problem with new graduates. He said performance issues, poor work attitude, graduates finding work too difficult, communication skills, using slang and the poor use of English grammar and punctuation frustrate employers. "This results in lack of confidence over a period of time from clients, colleagues and suppliers," he said.

Less hassle

Luby said companies have realised there are benefits to recruiting graduates. They are cheaper, they know the environment better and it is less hassle to employ them than to bring someone over from another country. Fewer resources can be allocated to graduates for housing, transport and relocation.

"I think the market is [moving] towards graduates. I used to think it was unfair that companies would barely look at graduates… now more companies are saying it's better to get someone who knows the country well and can come in as a trainee than hire someone from a few thousand miles away with no understanding of the culture," said Luby.

However, he advises employers to conduct tougher assessments or testing because they lack a track record in the workforce. "It's essential to do some kind of testing as part of the process because they can't talk about work experience, just marks and their hobbies."

What employers want

Often a company will prioritise a person's soft skills and personality for a job than the degree they bring to the table.

Attitude is important, said Robert Gardener, director of Bell Pottinger Middle East. "We look for enthusiasm, an interest in the media and public affairs, attention to detail and a willingness to learn. We look for people with a degree but it doesn't have to be in media studies or international relations," he said.

Gardner said employers realised it was hard for graduates to know what the job market expects from them but that they should be able to work independently and not ask ‘what do I need to do' but bring ideas to the table.

"Sometimes we see graduates who are receptive to instruction and can pick something up easily by day two and then instigate their own work. In other cases, some are entirely reactive to requests." Employers prefer proactive people he said.

As a graduate with a tertiary qualification, employers expect the quality of English to be of a high standard but this is not always the case said Gardner. "The quality of English differs enormously. When people put ‘fluent' on their CV it is much lower than the level of English I would have as a benchmark that I would consider acceptable," he said.

While some sectors would not have stringent language proficiency requirements, jobs that require communication with clients, co-workers and the public, need to be of a very high standard.

Mahmoud said impressive graduates are those who have done an internship, are clear about their career path, realistic about their ambitions and growth and are willing to learn and show a positive attitude.

Handy hints: Tips for job seekers

1. If you don't have experience with job interviews, get together with friends and practise. Practise talking about yourself so that your job interview is not the first time you do it. You don't have to memorise your CV like a parrot but you do need to experiment and be comfortable talking about yourself.

2. Get someone who is not that close to you to check your CV for spelling, grammar and layout. There is no right or wrong CV but if it's messy, it will set you back.

3. Always do some research on the company you're interviewing with. Have a look at their website to understand what the organisation does.

4. Confidence is key. If you walk into the job interview imagining yourself in the job already, it will help with your confidence levels. Don't forget to be cheerful and friendly.

5. Persistence is very important. Even when you get knocked down, don't hide your head in shame — be persistent and don't let setbacks put you off.

Attitudes: UAE nationals are career-focused

Patrick Luby, former managing director of Manpower Middle East and current CEO of Clarendon Parker Qatar, said Emirati graduates have also changed their attitude to employment these days.

"With UAE national graduates it's a question of expectations. The employer has the expectation that graduates will start at the bottom and work their way up but some UAE nationals will want to come in at a manager level expecting someone to train them while they are manager so they go up the chain faster." But that attitude is changing and "students coming out today are aware that a career is choosing to do something you want to do because it gives you job satisfaction, not something you do for eight hours that makes you miserable because it pays well." During his 13 years of recruiting in the UAE, Luby said he has watched some UAE nationals take the highest paid jobs, which were the wrong jobs for them, only to be sidelined and overtaken by others in the long run. "The naiveté about better paid jobs is fading out and they understand that a career is not only a financial choice. The money is a part of it but not the only part." Omran Mahmoud, director of HR Source in Dubai, also said the Emirati talent pool is improving significantly every year.

"More Emirati graduates are graduating with good results and are clearer about the career paths they wish to follow."

Ministry doubles efforts to combat red palm weevil

Dubai: More than 11,000 traps have been laid to catch and eventually eliminate the red beetle that has wrecked havoc among date palm farms across the country for more than two decades.

Around 2,600 farms were visited by the Ministry of Environment and Water as part of a national campaign to combat the red palm weevil, referred to as the most deadly pest of the date palm in the world by scientists.

Weevils are capable of taking down entire plantations by burrowing inside the trunks and eating away at the insides, without farmers realising until it is too late.

Environmental balance

In total 2,655 farms were visited and 11,646 traps installed to lure weevils away from the trees. The trap called Vermonip combats harmful insects and helps maintain an environmental balance and the agricultural resources in the state, said the ministry in a statement.

To combat the spread of weevils, pheromone traps are laid around the trees. In Sharjah 351 infested trees were cut down. According to the ministry, it is vital for the roots to be removed as well as any dried palm leaves and remnants from the soil. Farmers are advised to plant at least 8 metres away from the area.

UAE President expresses support for Tunisia

Al Ain: President His Highness Shaikh Khalifa Bin Zayed Al Nahyan has stressed the UAE's continued and diversified support for Tunisia to help it achieve economic stability and growth for the benefit of the Tunisian people. 

Shaikh Khalifa reaffirmed the UAE's support during a meeting he held on Tuesday with Tunisian Prime Minister Al Baji Ca'ed Al Sebsi at Al Rawda Palace in Al Ain. 

He also pointed out that the distinguished relations between UAE and Tunisia are based on fraternal and historical ties between the two countries and people. 

Shaikh Khalifa said that UAE was monitoring with keen interest the recent political developments in Tunisia due to the importance of this phase as a historical turning point for the Tunisian people. He expressed his confidence that Tunisian people can achieve their aspirations in a secure, stable and prosperous country. 

Shaikh Khalifa reaffirmed the UAE's keenness to provide the necessary support for the Tunisian people to help the country regain its position among other countries in the region and the world. 

For his part, the Tunisian Prime Minister expressed his pleasure with the visit and meeting with president Khalifa valuing the support of the UAE to the Tunisian people during this historical period. 

He also stated that Tunisia government and people are thankful for the support UAE has shown towards Tunisia, stressing the interest of his country to enhance cooperation and coordination with the UAE in all fields. 

Al Sebsi also briefed Shaikh Khalifa on recent developments in the country. They also discussed issues of mutual concern. 

The meeting was attended by Shaikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, Lieutenant General Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, Shaikh Abdullah Bin Zayed Al Nahyan, Foreign Minister, Shaikh Saeed Bin Zayed Al Nahyan, Abu Dhabi Ruler's Representative, Shaikh Nahyan Bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research, Abdullah Ebrahim Ganem Al Suwaidi, UAE Ambassador to Tunisia, Mohammad Al Saidari, Tunisian Ambassador to the UAE, and other Shaikhs, Ministers and senior officials. 

The Tunisian Premier was accompanied by Abdul Kareem Zbidi, National Defence Minister, Jalloul Ayed, Tunisian Minister of Finance, and other senior officials.

- Have at least two strategically placed smoke detectors in your home. Since the goal is to have the alarm wake sleeping residents, place the devices in bedrooms and in hallways where smoke would travel. Stairways and kitchens are also good locations.

- Make and review an evacuation plan. Make sure family members and house staff are familiar with the plan, and know where to meet in case of emergency.

- Keep a fire extinguisher in your home. Regularly check the pressure gauge to ensure the extinguisher is at proper levels, and replace it if it has expired.

- Smoke outside. Civil Defence estimates that 25 per cent of fire accidents in the UAE are caused by smoking, so use sturdy ashtrays that will not tip over, ensure cigarettes are fully extinguished and never toss hot cigarette butts in the bin.

- Always store matches and lighters out of reach of children.

- Do not leave the kitchen while cooking, and keep children away from the stove. Clean cooking surfaces to prevent food and grease build-up, and keep flammable materials away from hot surfaces.

- Never overload outlets. Replace all worn, old or damaged appliance cords immediately, and keep electrical appliances away from wet floors and counters. Pay special care to electrical appliances in the bathroom and kitchen.

- Keep routes to fire exits open and cleared of clutter. Each home should have more than one exit, and windows should not have bars, so they can be used as an exit in case of emergency.

- Never barbecue in an enclosed area, and do not wear loose clothing while cooking, because it can catch fire. Be careful when using lighter fluid. Do not add fluid to an already lit fire because the flame can flash back up into the container and explode.

Annual Ballet Show At SLC

Art & Educational Center at Sharjah Ladies Club hosted the annual ballet show in Al Kunooz hall at SLC. The Ballet show was attended by a large number of parents who enjoyed the various ballet segments performed by the dancers that dazzled the audience and left them wanting more.

This event comes within the “Precious Investment” campaign, which is released by the Supreme Council for Family Affairs within all its institutions, aiming in defining the role of the Supreme Council for Family Affairs in raising the standards of families as well as supporting positive behaviors by emphasizing it.

First, Souad Saleem, Media & Pr Supervisor welcomed the guests and parents. Then each group had a special stand up at the beginning of the show, for each to show their team and taking group pictures. The show consisted of 26 various segments, performed by 7 groups consisting of 95 ballerinas. Each group performed on famous modernized and classical pieces that it return amazed the audience and showed off the ballerinas skills.

“We, the Art & Educational Center always make sure of developing talents and hobbies to reach the level of perfection. Today’s annual show held by the center, shows off the various ballet segments, and gives parents the chance in having a direct connection with their ballerinas. This ceremony is held at the end of each training semester, so that parents can be found on the outcome and hard work of the girl’s continuous training throughout the year. We are glad of holding such a successful event which amazed the audience”, said Sara Al Marzouqi, Art & Educational Center Manager.

Al Marzouqi also added, “We are grad to be the only institution in Sharjah and one of the few institutions on the UAE provides certificates, certified by the British Royal Academy of Dance. And I would like to thank all those involved in the ceremony, including ballet teacher Sherryl Osterloh, as well as the parent’s constant encouragement to their children, and best of luck to all our participants”.

Moreover, a common ballet dance was performed joining all participating groups, and certificates certified by the British Royal Academy of Dance distributed amongst the ballerinas by Sara Al Marzouqi. In addition, ballet teacher, Sherryl Osterloh was awarded on her great constant effort in teaching the girls on a yearly basis.
In conclusion, parents were thanked on their attendance and were invited to attend the dinner.

It’s worth mentioning that Ballet classes are offered by the Art & Educational Center at Sharjah Ladies Club, is based on an educational semester that includes various written and practical exams. Each year a show is performed on stage and examinations are done by the Royal British Academy of Ballet. Whereas ballet at SLC is considered to be an academic year, starts from September and ends in June, for girls aged 3 up to 18 years for amateur and advanced levels supervised by the British Royal Academy and awarding them with certificates.

Difficult to exit Naif car park

I would like to highlight the relevance of the Naif Car Park in Deira. The public car park complex is 12 storeys high and has space to accommodate hundreds of cars of visitors who flock to the area for shopping and business. This is in addition to those visiting the police station and the nearby museum.

The car park is very popular with visitors due to its central location, and it provides relief to a large number of motorists who are unable to find a parking space elsewhere in the area because of the rush.

I have been a resident of this area for decades now, and we often park our car in Naif Car Park since we are left with no other available option due to lack of parking spaces in the area.

However, with all the advantages and facilities that the car park offers to visitors, there are a number of problems that need to be addressed by the authorities concerned on an urgent basis.

Firstly, the car park is in need of a thorough clean-up. I have come across people relieving themselves near the stairway of the car park, which makes the situation worse.

Furthermore, it is not at all difficult to find parking space, but what proves to be a real challenge for motorists is to find a way to exit the facility.

It is usually so crowded and the queue is so long that it takes at least an hour to reach the ticket counter at the exit point. In case of emergencies, it is nearly impossible for anyone to drive out of the car par, because there is only a single exit from the complex.

In case of any emergency — for instance, if a fire erupts in the building — it is certain that most people will be trapped inside the facility due to the lack of exits.

The other day, our car was parked on the 10th floor of the complex and we had to wait from 9pm to 11pm to leave.

The situation in the car park is usually chaotic. The problem is made worse by clueless staff members at the car park who can provide no justification for the delays, and impatient drivers who think that honking at the cars ahead of them will help.

Only on rare occasions have I seen officials directing the traffic flow near the car park exit.

With this community report, I would like to appeal to the authorities concerned to look into this matter at the earliest and provide a solution for motorists who are needlessly trapped for hours inside this parking complex.

Furthermore, I request car park users to act in a responsible manner in terms of maintaining cleanliness inside the parking lot.

Lastly, I urge motorists to be a little more patient and calm when dealing with such situations and delays rather than creating a panic situation.
