DED & SEDD Sign Strategic Partnership To Strengthen Investor Confidence In The UAE

The Dubai Department of Economic Development (DED) and Sharjah Economic Development Department (SEDD) have signed a Memorandum of Understanding (MoU) to co-operate in relevant fields, enhance the level of services provided to customers, and exchange expertise and information to attract foreign investment.

Their Excellencies Sami Al Qamzi, Director General, DED, and Ali Salem Al Mahmoud, Chairman of SEDD, signed the MoU at the DED headquarters in the Business Village, Dubai. The two parties will co-ordinate and review their respective strategic plans to identify areas of co-operation and work towards achieving common goals.

"The Department of Economic Development in Dubai is steadily expanding cooperation with public and private sectors as strategic partners in the overall development process. It is part of our strategy to promote economic growth and cement Dubai’s position among the leading global commercial and economic centres. We are confident that the MoU with Sharjah Economic Development Department will bring substantial benefits and help us achieve our shared goals," said Al Qamzi.

Al Qamzi added: "Partnerships like this have the support of the leadership in Dubai and the UAE as they will contribute to achieving integration between government institutions and promote investor confidence in the UAE, thereby bringing in more foreign investment."

The SEDD Chairman said: "The partnership with DED is part of our strategic plan to strengthen co-operation with all federal and local departments and institutions to advance public services and provide more facilities for customers across all our departments. The agreement will greatly enhance the work of the two departments for the benefit of the UAE and its citizens."

Al Mahmoud reaffirmed SEDD’s keenness to enhance communication with DED and other departments in the UAE to achieve its strategic goals of enhancing customer satisfaction and economic development.

As per the agreement, the two parties will develop a mechanism for electronic exchange of information including trade names and ways of choosing them, renewal and cancellation of trade licenses and linkage of companies, in addition to sharing economic data and studies and co-operating on policies, legislation, seminars and investment promotion activities.

The two departments will also co-ordinate on inspection and compliance procedures electronically, share observations and unify definition on violations if possible. It has also been agreed to exchange information pertaining to international relations and collaborate in export promotion and development as well as participation in local and international events.

The MoU also has provisions for mutual office visits, joint meetings and co-operation on strengthening internal capacity in the financial, communication and human resources administrations.

Sharjah Electricity and Water Authority Awards Water Metering Contract to Elster

Air Arabia announces third quarter 2011

Air Arabia, the first and largest low-cost carrier (LCC) in the Middle East and North Africa, announced its financial results for the three months ending September 30, 2011, demonstrating sustainable profitability during the third quarter of this year.

Air Arabia’s net profit for the three months ending September 30, 2011, which was in line with analyst forecasts, stood at AED 100 million, a decline of 26 per cent compared to AED 136 million in the corresponding period in 2010. In the third quarter of this year, Air Arabia posted a turnover of AED 691 million, an increase of 22 per cent compared to AED 568 million in the same period of 2010.

The airline served 1,199,973 passengers in the third quarter of 2011, an increase of five per cent compared to 1,147,066 passengers in the same period last year. In the three months ending September 30, 2011, Air Arabia’s average seat load factor – or passengers carried as a percentage of available seats – stood at an impressive 81 per cent.

“Air Arabia is pleased to announce such solid financial performance despite continued challenging market conditions,” said Sheikh Abdullah Bin Mohammed Al Thani, Chairman of Air Arabia. “Air Arabia’s sustained quarterly profits, high seat load factor and rising passenger traffic reflect the appeal of our services and demonstrates the strength of Air Arabia’s business model.

“The challenging markets conditions we have seen in the second quarter of this year continued in the third quarter, with a further escalation in the political turmoil in several countries and an upward trend in the average fuel bill. Air Arabia also started operation to the city of Gassim, Saudi Arabia, in the third quarter and unveiled plans to introduce service to a series of new destinations before the end of this year.

ABU DHABI // The Formula One frenzy begins today when Yas Marina Circuit opens its gates to ticket holders.

The weekend of world-class racing got off to an early start last night when Lewis Hamilton drove the new McLaren MP4-C12 to its new showroom in Dubai.

This is the third Abu Dhabi Grand Prix, and the first that has not sold out. Unlike last year, when the drivers' championship came down to the final race in Abu Dhabi, this season's title was decided on October 9 when Sebastian Vettel clinched the decisive points in the Japanese Grand Prix.

Yet for many fans the UAE spectacle counts at least as much as the F1 standings.

"Abu Dhabi is now one those must-see grands prix on the calendar," said Richard Douglas of the UK. The IT consultant has been to more than eight grands prix, mainly Silverstone in the UK and races at mainland European tracks.

"It looks so good on TV and it is seen as a good party race," Mr Douglas, 38, said. "Last year, everyone was glued to it because it was a winner-takes-all final race. This year, I don't mind.

"I booked it at the start of the season hoping for a finale like last year but what can you do? I will just kick back and enjoy the atmosphere."

Two new special overtaking zones were announced yesterday, and Mr Douglas is in prime position. The Drag Reduction System zones, which allow each driver to open the rear wing of his car, boosting speed and helping with overtaking, will add to the excitement of the racing.

Mr Douglas will be in the South Grandstand, which overlooks one of the two zones. It starts at turn 10 for 700 metres and continues until Turn 11, which is in front of the Marina and South grandstands.

The second activation point is in front of the North Grandstand at Turn 7, allowing drivers to overtake on the second-longest straight in F1.

"That's an added bonus. To see them go even faster and hopefully see some passing out will make the weekend for me," Mr Douglas said.

Gates open at noon today and people with three-day passes will be able to get close to the cars in the pitlane walk, which starts at 2pm. Teams will have their cars on show and fans will be able to chat with team members including some of the drivers.

Ferrari's Fernando Alonso, a two-time world champion, and the 2008 runner-up Felipe Massa will be signing autographs in the F1 Village behind the Main Grandstand from 2pm to 2.20pm.

From 3pm, the seven-time world champion Michael Schumacher and Nico Rosberg from Mercedes GP Petronas will sign autographs for 20 minutes.

It will not only be about the Formula One this weekend. Other races include the 2011 GP2 Final, the Porsche Mobil 1 Super Cup and the Porsche GT3 Cup Challenge Middle East.

Ticket-holders can also attend concerts by Britney Spears tomorrow, The Cult and Incubus on Saturday and Paul McCartney on Sunday evening.

The track will open at 9am tomorrow and Saturday, with the first practice session at 9.10am for the Porsche GT3 Challenge ME. The F1 cars will take to the 5.5km track for practice tomorrow at 1pm.

On Sunday, the track opens at 10.30am for the twilight race, the only one on the F1 calendar that starts in the daytime and finishes in the dark.

Regional Thermal Industry Powers On Rising Demand Confirms Uptrend In Key Segments

Surging requirements from the trillion-dollar infrastructure projects in the region brought the thermal industry into limelight during the just-concluded Thermal Industry Middle East (TIME) at Expo Centre Sharjah.

The biennial show was held from October 17 to 19, 2011, alongside the Green Middle East – Environment exhibition. A total of 2,285 trade visitors attended the events for the three days. A further 200 dignitaries, VIPs and accompanying guests also attended the opening ceremonies.

The key segments of the show, which included Steel-Tech, Cement-Tech, Alu-Tech, Glass & Ceramic Tech, were all buzzing with activity as owners, suppliers, and other industry representatives of regional plants and mills turned out in good numbers to explore the latest equipment, machineries, spares, components and consumables in their respective fields.

“The UAE and GCC are shifting towards a non-oil economy. This focus on manufacturing is a great catalyst for heavy industry to flourish in the region. With availability of comparatively cheaper energy and labour, investment in heavy industry will continue to grow in the region,” said Mr Saif Mohammed Al Midfa, Director-General of Expo Centre Sharjah.

TIME 2011 featured the requirements of the heavy industries including turnkey steel plants, furnaces, rolling mills, adhesives & sealents, blowers & compressors, bulk material handling, dust collectors, speciality electrodes, hardfacing electrodes, engineering & machinery, filter bags, filter cloth, furnaces, gaskets, gear motors, industrial fans, industrial furnaces, lubricants, measurement devices, hardness testers, refractories, rolling mills, shaftless spiral conveyors, steel coil slitting machines, testing instruments and wear plates.

“The prospects for the show are very good,” said Mr. Midfa. There are more than 70 cement factories in the GCC region and around 10 major cement manufactures in the UAE itself, while Saudi cement industry will remain strong for the remainder of 2011 with good demand growth. Saudi Arabia being the largest cement manufacturer in the region is going in for major expansions. Neighbouring Iran currently produces some 65 million tonnes of cement per year. Eight cement projects are to come on stream to boost Iran’s cement production capacity to 76 million tonnes.

“The steel-making industry also shows robust growth in the region. The UAE itself has grown to have more than 15 steel plants in the region with more than 42 in the GCC region,” said Mr. Midfa. “Add to that Iran, Egypt, Jordan and Syria and the prospects for the Steel-Tech segment of the exhibition look very good,” he said.

Among the big ticket investments in the steel sector include a heavy steel complex in King Abdullah Economic City in Saudi Arabia, the Saudi unit of ArcelorMittal, and Qatar Steel’s new plant.

Aluminium smelters are also on the increase taking benefit of the availability of cheaper power. DUBAL and ALBA, the existing smelters, are now joined by EMAL in Abu Dhabi, Sohar plant and planned plants in Qatar and Saudi Arabia.

The GCC countries, which control nearly 45 per cent of the world’s oil and 25 per cent of the global gas wealth, has invested nearly US$30 billion in aluminium smelters, almost a sixth of their total non-oil industrial investments of about US$180 billion.

Pinar Dokum, an exhibitor from Turkey, said they were pleased to see the quality of attendees and was surprised to see several inquiries from the region, which shows there is still something in the market despite the slowdown in the industry. He also confirmed their interest in the next edition of the show.

Another exhibitor, Rataj from Czech Republic, which was present in the previous edition too, was also pleased to see there is still a lot of potential in this region despite the so-called instability in the region.

The rising demand for raw materials, plant & equipment, equipment & supplies, accessories & supplies, and services was fully reflected in the number of business enquiries and orders placed at TIME exhibition.

Overall, nearly 75 exhibitors and brands showcased exhibits related to steel making & cement manufacturing technology from the world over.

Crown Prince and Deputy Ruler of Sharjah HH Sheikh Sultan Bin Mohammed Bin Sultan Al Qasimi, Head of the Department of Seaports and Customs Sheikh Khalid bin Abdullah bin Sultan Al Qasimi, a number of other Sheikhs, senior state officials, citizens and members of the Arab and Muslim communities also performed the Eid prayers along with the Ruler.

Dr. Aziz Bin Farhan Al-Anbari, head of the preaching and guidance department in Dubai delivered the Eid sermon, in which he outlined the importance of virtuous deeds, need to protect relationships without being broken, friendship and fraternity.

After the prayer, the Ruler exchanged greetings with the Sheikhs, senior officials, dignitaries, citizens and residents.

Sharjah Looks To Repeat Its Success At WTM

Sharjah is looking forward to another stellar performance at the World Travel Market in London later this week, consolidating its gains this year and tapping European tourism markets. The Sharjah Commerce and Tourism Development Authority is heading a high profile delegation of government officials and representatives of travel and tourism sector to the WTM 2011, the premier global travel and tourism event taking place in London from 7 to 10 November 2011.

The four-day event, one of the most prestigious international events on the Authority’s agenda, is expected to draw more than 50,000 visitors while representing travel and tourism agencies from over 200 countries around the world. Some 3,000 members of international media are to cover the event.

Sharjah Ruler issues decrees setting up the municipal councils in the emirate

UAE Supreme Council Member and Ruler of Sharjah HH Sheikh Dr. Sultan Bin Mohammed Al Qasimi issued a number of Emiri decrees setting up nine municipal councils across the emirate.

Palestinians' UN blow reveals extent Israel's influence

WASHINGTON //With no consensus in the UN's Security Council over a Palestinian statehood application, US efforts to avoid having to cast a veto on the issue appear to have paid off.

A draft report written by the membership committee looking into the Palestinian application said it had been unable to make a "unanimous recommendation" to the Security Council. It is now possible that a vote may not even go ahead.

The news comes a day after the Obama administration succeeded in persuading the US Congress, with a little help from Israel, to release US$200 million (Dh734.6m) in security aid to the Palestinian Authority.

It ends a series of setbacks for the administration over the Palestinian issue, including a private exchange about Benjamin Netanyahu, the Israeli prime minister, overheard at the G20 summit, and Palestinian membership of Unesco, the UN's cultural agency.

But the Palestinian UN gambit has also thrown into sharp relief the extent to which years of lobbying by pro-Israel groups in the US has narrowed the room for manoeuvre a US administration has on the Palestinian-Israeli conflict, a situation exacerbated as campaigning for the 2012 presidential elections start to grind into gear.

The four-page draft report from the membership committee was circulated to all 15-members of the Security Council on Tuesday and indicated that there was not enough support in the council to bring the Palestinian application for full membership to a vote on Friday, when the council meets to discuss the issue.

Riyad Malki, the Palestinian foreign minister, on Tuesday acknowledged that, due to "the US counter effort and intervention ... we are not going to have these nine votes."

Yesterday, Palestinian officials said they were resigned to defeat and would instead seek an upgraded observer status that would give them access to key international organisations. They spoke to the Associated Press on condition of anonymity.

Since the report is in draft form, State Department officials yesterday refused to comment. But the news will be met with relief in Washington, which has lobbied hard to avoid having to cast a veto.

The administration says it supports Palestinian statehood, but rejects any move by Palestinians to secure independence outside bilateral negotiations with Israel. More than a year after Barack Obama, the US president, launched a new round of negotiations with the assertion that a Palestinian state was possible in a year, however, diplomatic efforts remain frozen over the issue of Israeli settlement building.

Representatives of the Quartet of Middle East mediators - Russia, the EU, the US and the UN - are due to meet Israeli and Palestinian officials next week in a bid to restart negotiations, but it is not clear what they are bringing to the table that could convince the Palestinians that Israel is serious about the talks.

Palestinians have been frustrated by Israel's unwillingness to define the framework for talks, specifically on borders, as well as the Israeli refusal to entertain a full settlement construction freeze. For its part, Israel has rejected what it calls Palestinian preconditions.

But the administration will be buoyed by news that Congress will not have to follow through on threats to end US security assistance to the Palestinians.

Ileana Ros-Lehtinen, head of the Foreign Affairs' Committee in the House of Representatives, blocked US$189 million (Dh694m)in late August when it became clear Palestinians were serious about their UN application.

After pressure from the White House, which also asked the Israeli government to intervene, Ms Ros-Lehtinen relented in recent weeks, citing administration assurances and the non-objection of the Israeli government to the aid.

The Florida legislator, a hard-core Israel supporter, is still blocking US$190m that would have gone to infrastructure projects.

The release of the funds will also provide some relief to an administration that now has to deal with the fallout of an off-microphone exchange between Mr Obama and Nicolas Sarkozy, the French president, about their mutual exasperation with Mr Netanyahu.

The White House has so far refused to comment, and the incident has not made as loud as splash as might have been expected. The media in America have been consumed with the travails of Herman Cain, a Republican presidential hopeful whose unexpected front-runner status has recently taken a hit as a number of allegations of past sexual harassment have come to light. HCT helps fill workforce gap

A lack of skilled Emirati workers was addressed by opening a chain of community colleges. Melanie Swan reports

As the UAE grew, it became clear it needed to provide more skilled staff to keep the wheels of industry and government rolling, and give the growing numbers of young Emiratis meaningful employment.

The Higher Colleges of Technology (HCT) were created in 1988 to produce a new generation of work-ready graduates and maintain the rapid growth of the economy.

It started with colleges for men and women in Abu Dhabi, Al Ain and Dubai, and now has 17 campuses around the country.

Its growth continued despite the many private universities opening across the Emirates.

Dr Sulaiman Al Jassim was with the HCT from 1990 to 2006 as the director of community relations and manpower development, and is now the vice chancellor of Zayed University, which opened in 1998.

"The main idea behind HCT was to fill the middle gap between high school and university; to prepare people for the workplace," Dr Al Jassim said. "With the population growth here you needed to diversify what was on offer."

In the early 1980s, he recalled: "Schools and UAE University were the only options, with no vocational options to help meet the needs of the local economy."

A visiting team from the World Bank and International Labour Organisation recommended the UAE should set up community colleges.

And so the HCT came into existence. It would issue higher diplomas, and provide a new type of vocational and technical education designed to appeal to the young.

"A vast number of the jobs available to the students in banks, the Government, industry and the private sector, demanded these skills," Dr Al Jassim said.

Over the following years, HCT expanded into Sharjah, Ras Al Khaimah, Fujairah and Al Gharbia. Its most recent addition, Ruwais Colleges in Al Gharbia, opened in 2007.

"In the regions it was very important, especially for females, whose families wanted them to stay close to home," Dr Al Jassim said.

For Dr Howard Reed, who has been at the helm of Dubai Women's College for 20 years and is HCT's longest-serving director, the colleges were crucial to areas such as RAK, where they opened in 1993.

"There are a lot of very capable people there," he said. "A lot of the students up there wouldn't have gone to university without HCT."

Since it launched, about 50,000 male and female students have graduated.

"It's supporting the society here," Dr Al Jassim said. "The Government needed these graduates."

And they are successful. About 80 per cent of students from Dubai Women's College have found jobs within six months of graduating. In the first few batches of students, that figure was only half.

Dr Behjat Al Yousuf, the associate director at Al Ain's men's and women's colleges and the longest-serving member of staff after 21 years, has seen these young women grow.

Dr Al Yousuf was at Dubai Women's College until September, when she moved to Al Ain.

"These girls are very articulate and demand more justification of why things happen," she said. "It shows there is more awareness as to what is their role in society.

"We need to make them global citizens and conscious of how to give back to society, rather than thinking 'it's my right'. It should be 'my right and responsibility' as well."

Dr Reed remembers the desperate need for Emirati professionals when he arrived.

"They needed writers, designers, artists, all these things that make up civil society," he said. "But most of all, they needed people to work in hospitals, people to work in offices, in banks, in the airports."

After two batches of students, a study was carried out by government experts to compare the HCT's higher diploma with the degree at UAE University. It was decided in 1993 that graduates from both institutions should be paid the same by all government departments.

This decree was a major incentive for students, said Dr Al Jassim, and a big boost for the institution's prestige, as was the decision that from this current year all HCT students would study for a bachelor's degree.

Dr Reed remains proud of how things have progressed.

"People said local women wouldn't do these jobs like medical imaging, pharmacy and paramedicine," he said. "Parents had a lot of questions - about girls working shifts, wearing uniforms - but we just sat back and said 'you watch'."

DUBAI // Many workers have chosen to extend the three-day Eid break to a full week.

Rush-hour traffic was lighter than usual yesterday, Dubai Police said, with no major crashes reported.

"The decrease could be felt on all the main roads in the morning," said Col Omar Al Shamsi, the director of the command and control room.

"I think the decrease is because some people have taken these two additional days as a holiday and many have travelled abroad."

Ebbi Chacko, an employee relations manager at Dubai Bank, said some of its workers had asked in advance to take the whole week off.

"We do not have people who have reported sick but many have taken the whole week off as they have travelled abroad during the holidays," Mr Chacko said. "About 5 per cent of our employees are off these two days."

Premjit Bangara, a general manager at Sharaf Travel, said a significant number of vacationers had chosen full-week trips.

"About 40 per cent of clients have booked holidays for the whole week," Mr Bangara said. "Families with children at schools have booked short holidays in accordance with the official holidays."

With so many people off work, some restaurants and cafes were unusually busy yesterday.

"There is still a bit of a holiday mode today," said Mai Espinosa, a server at a coffee shop. "It is busier than a normal working day but still not as busy as yesterday or the day before. The majority of the clients were residents and not tourists."

Staff at a nearby shop, however, said they noticed little difference.

"We have not had it more busy today than any other working day. It is not like the holiday or the weekend," said Carol Pano, a server.

Sharjah Signs Carbon Management Agreement With myclimate

Switzerland-based non-profit foundation, myclimate, has partnered with the UAE Business Council for Sustainable Development (UAE BCSD) to raise awareness of national issues of sustainability and drive green initiatives within the local private sector, regarding the Carbon Footprint.

Myclimate, which is represented in the UAE by Dubai-based sustainability expert Farnek Avireal, was formed in 2002 as a joint project between students and professors in Zürich, Switzerland, becoming a leading global provider of voluntary and compliance carbon offsetting solutions, using offset payments to develop and support carbon offset projects around the world

myclimate aims to introduce measures to offset carbon emissions, with the UAE BCSD through a series of seminars and exhibitions in the UAE among its first approaches in this regard. These events themselves will be carbon neutral.

The first of these seminars will be the LEED workshop program 2011-2012 initiated by the UAE BCSD, which consists of four workshops running from July 2011 to April 2012 at the Sharjah Chamber of Commerce & Industry, Sharjah, UAE.

Highlighting the ideal fit with the UAE and Gulf region in general, a key emphasis of myclimate is the carbon offsetting solutions via effective carbon offset projects with renewable energy sources and other energy efficiency measures.

“This memorandum of understanding will help achieve both the objectives of myclimate and the UAE BCSD - to build greater awareness of sustainability, especially carbon management and offset programmes, within the UAE.” said Rene Estermann, CEO, myclimate.

In a second step, vertical industries across the UAE will be provided with tailor-made carbon neutral solutions for their various business sectors. For instance, among the first industries to be targeted is the UAE’s burgeoning tourism and hospitality sector, with the myclimate - UAE BCSD partnership providing carbon neutral alternatives to various processes used within hotels. Likewise, printing companies and aviation companies across the UAE will be shown the benefits of carbon neutral alternatives and solutions.

A further feature of the partnership is a competition, with entries requested from projects that reduce or neutralise carbon emissions for various industries. Winning candidates within the competition will also have the potential to put their ideas into practice, under the backing and guidance of UAE BCSD.

“myclimate and UAE BCSD will carry out the initial judging process in determining which projects qualify for The Gold Standard Premium quality carbon credits,” said Van T. Tran, Head of Development , UAE Business Council for Sustainable Development.

The Gold Standard is an independent label that certifies high-quality carbon offset projects and the emission reduction certificates they generate. The sustainability criteria outlined in this standard are the guidelines adopted for all myclimate projects.

A total of 7 charter Hajj flights arrived today to the Capital's airport bringing around 2,000 pilgrims from Jeddah on board Etihad Airways and Saudi Arabian Airline aircraft.

MARSEILLE, FRANCE // The French president, Nicolas Sarkozy, seems unlikely to suffer further weakening of his domestic appeal as a result of the embarrassing disclosure he called the Israeli prime minister, Benjamin Netanyahu, a "liar" in private conversation with the US president, Barack Obama.

Mr Sarkozy may be struggling in pre-campaign skirmishes five months ahead of the 2012 presidential elections but early reaction in France to his incautious words in the ear of Mr Obama have ranged from indignation at the website that made them public to blunt recognition of France's differences with Israel.

Alain Juppé, the French foreign minister, declared yesterday that publication of the private exchanges amounted to an "act of hacking".

According to the website Arret Sur Images, Mr Sarkozy was overheard telling Mr Obama that "Netanyahu, I can't stand him. He's a liar".

He was speaking on the margins of last week's summit of the Group of 20 economic powers in Cannes, France.

Mr Obama was said to have replied: "You are sick of him, but I have to work with him every day."

Mr Juppé said on RFI radio he would not comment on the reported conversation. But asked if Mr Netanyahu was difficult to deal with on the Israeli-Palestinian issue, he said: "He defends his vision, which is not ours because we are now at an impasse."

France's daily newspaper, Le Parisien, reported that Mr Netanyahu was not the only statesman to face flak when Mr Sarkozy talked to the US president.

The paper said the two leaders agreed that George Papandreou, the Greek prime minister, had made a huge mistake in calling a referendum on the bailout plan.

According to Le Parisien, Mr Sarkozy described Greece's leader as "mad" and "depressive" but said there was no point confronting him because he was already "on the ground … knockout".

The generally anti-Sarkozy newspaper Libération seemed to sympathise with the president, pointing out that while Mr Netanyahu may win support in Israel for securing the release of the soldier Gilad Shalit and his firm stance on Iran's nuclear programme, he had "a less flattering reputation on the international stage".

"With a 52 per cent approval rating, his popularity has never been so high," the paper reported. "Abroad, however, his image is more negative."

Libération reminded readers that even in public, European leaders are hardly competing with one another to heap praise on the Israeli premier. In 2010, the German chancellor, Angela Merkel, accused Mr Netanyahu of doing nothing to advance the peace process since taking office.

There has been no formal comment from the Elysée.

One official was quoted as testily brushing aside questions with the assertion that "a lot of nonsense" circulated on the internet.

Public comments in the Israeli media were mixed, while in Washington, the White House declined to comment on the remarks.

A spokesman for Aipac, the leading pro-Israel lobby, also declined to comment on the issue.

But another leading Jewish-American organisation, the Anti-Defamation League (ADL) issued a statement in which they expressed their disappointment at the gaffe.

Abraham H Foxman, the ADL national director, said: "What is sad is that we have to worry to what extent these private views inform foreign policy decisions of the US and France - two singularly important players in the peace process."

Geoffrey Aronson, the director of research at the Foundation for Middle East Peace, a Washington think tank, said the ADL was trying to get Mr Obama "to reaffirm his support for Israel in a manner in which suits their interest".

Others doubted the exchange was a surprise in Washington.

Asked about the relevance on future US-Israel relations, Mark Perry, a Washington-based analyst, said: "This is confirmation of what we've known for a long time - relations between the United States and Israel are strained.

"It's not that Obama's relationship with Netanyahu is strained, it's that Israeli policies have strained relations with the US."

DUBAI // Half of the pupils at many public schools were absent yesterday as parents extended the Eid break despite stern warnings from officials and claims by experts that it would harm their children's progress.

There were empty desks in classrooms across the country, even though schools had been ordered by the Ministry of Education to begin classes yesterday.

Samira Al Nuaimi, the vice principal of Mubarak Bin Mohammed School in the capital, said only half of its 700 pupils showed up.

Abdul Kareem, whose son is in Grade 5 at Al Qasimia School in Sharjah, said he did not send his son to school as "it is still Eid".

"The school is open but many parents like me have not sent their children today," he said.

"They will go to school on Sunday," Mr Kareem added. There is no one in school, so I do not think there will be an issue."

He said it would have made more sense for the ministry to give children the week off so families had time to travel.

Ms Al Nuaimi said: "Some parents just decided to add these two days to a long holiday and are now travelling outside the country. We did our best to encourage all parents to send their children to school today by sending SMS and letters."

She said all classes were in session and many activities had been planned for the day.

"Children who have not come today have missed out on the revision and assignments we gave out," Ms Al Nuaimi said.

Ali Mihad Al Suwaidi, the director general of the education ministry, said last week that the authority was tired of the "culture of unnecessary holidays" among parents.

The ministry insisted pupils were to be back in school after the three-day Eid break announced by the Government.

"This may cause some discontent among parents but we want them to understand that pupils need to be in schools studying and they already have enough holiday time during the year," said Mr Al Suwaidi.

The academic year at government schools is about 175 days. Most of the 34 member countries in the Organisation for Economic Cooperation and Development (OECD) have 195 days on their calendars, giving those students 120 more hours of learning.

Experts say the shorter academic calendar is harming the progress of children.

Awareness sessions with parents about the importance of education helped to ensure good attendance at Ahmed Bin Majid School in Ras Al Khaimah yesterday, said the vice principal Mariam Mohammed Al Zaabi. The private school had only 10 absentees yesterday.

"Only the ones who are sick or out of the country have not returned," Ms Al Zaabi said. "It is important that parents respect the rules laid down and teach the same to their children. They need to like being in school.

"We have several activities and topics we need to teach them and this term is short."

International schools that coupled their mid-term break with the Eid holidays were allowed to take the full week off.

But private schools that had told parents of a week-long Eid holiday without the consent of the ministry were ordered to revoke the announcement.

The Delhi Private School in Sharjah had planned to close for a week, but followed the ministry decision and reopened yesterday.

"We had to follow the rules and parents have co-operated with us," said Vandana Marwaha, the principal. "Only 1 per cent of our pupils - those who had perhaps made travel plans that could not be cancelled - have not turned up."

Ms Marwaha said she was glad the number of holidays had been reduced as it would have been difficult to finish the curriculum this term.

"It is better this way or else our senior school teachers would have to take extra classes on a Saturday to complete the syllabus," she said.

Few options for world to rein in Iran's nuclear goals

The West is talking tough but has few options to increase the pressure on Iran following a stark new report by the UN's nuclear watchdog that makes it clear Tehran conducted extensive research into building a nuclear weapon.

Israel is pressing for "crippling" sanctions that would target Iran's Central Bank and oil exports, but US officials are ruling out both measures because they would further damage an already reeling global economy. They would also hurt ordinary Iranians.

The administration of US President Barack Obama is playing down the military option for the time being. Bombing Iran could spark a regional conflict, send oil prices spiralling, unify Iran's ruling hardliners and convince Tehran of the need to weaponise its nuclear programme.

Even Israel, the region's sole nuclear-armed power, which has a long-standing doctrine to strike pre-emptively at any nation it perceives to be an existential threat, has toned down its rhetoric of recent days. "War is not a picnic … We don't want a war," Israel's defence minister, Ehud Barak, said shortly before the UN report was released on Tuesday.

Sir Richard Dalton, Britain's former ambassador in Tehran, said: "I just don't know what the US and the Europeans can do [to increase economic pressure on Iran] without the backing of Russia and China."

Both big powers are veto-wielding, permanent members of the UN Security Council, which have strong trade relations with Iran. China, in particular, needs Iran to help meet its insatiable appetite for oil.

Russia and China supported four earlier sets of UN sanctions but only after ensuring their effect was diluted. Rather than new sanctions, Moscow and Beijing want to revive negotiations between Iran and the five permanent members of the Security Council and Germany, although years of fitful talks have led nowhere.

Moscow, this summer, proposed easing existing sanctions in return for greater transparency from Iran on its nuclear programme. Tuesday's UN report did not estimate how long it would take for Iran to develop a nuclear weapon but western diplomats believe Tehran could still be up to three years away, leaving time for a diplomatic solution.

The UN's nuclear watchdog, the International Atomic Energy Agency (IAEA), could give Iran a notice period in which to answer its concerns, after which it might be more difficult for Moscow and Beijing to block a referral to the UN Security Council.

But Sir Richard said in an interview that the talks logjam can only be broken if the six world powers "start negotiating seriously on the terms for Iran to exercise its right to enrich uranium rather than appearing simply to deny them that right".

Any concessions by the US administration, however, would probably spur a backlash by Mr Obama's Republican opponents. Some of them are calling for military action and accuse the president of being soft on Iran, which insists its nuclear programme is designed to generate electricity.

Scott Lucas, an expert on relations between the US and Iran at Birmingham University in England, said US domestic politics appeared to be driving Washington's policy on Tehran. "The Iranians are already under a great deal of economic pressure because of the sanctions. It's hard to see what the US can do more than try to tighten existing measures," he said in an interview.

That, and persuading its western allies to impose additional bilateral sanctions, is seemingly Washington's strategy at the moment.

Some western officials say it is time for Gulf Arab nations, which in private are deeply concerned about Iran's nuclear programme, to "break surface" and demand that Russia and China back new UN sanctions.

Saudi Arabia, in particular, has leverage: the kingdom is one of China's top crude oil suppliers and Chinese companies are deeply involved in Saudi infrastructure projects. Beijing and Moscow must also be aware that blocking attempts for further sanctions could bolster the case for military action as a last resort.

In the meantime, the US is expected to impose further sanctions on Iranian commercial banks, front companies and individuals suspected of links to Tehran's nuclear programme, while trying to close loopholes in existing sanctions.

Tuesday's report by the IAEA, however, made clear that years of sanctions have failed to persuade Iran to reconsider its nuclear programme.

Israel's hardline foreign minister, Avigdor Lieberman, said that if the US does not spearhead a drive for "crippling" sanctions against Iran, it will mean Washington and the West "have accepted a nuclear Iran".

In an interview with Emirates News Agency (WAM) he said, that Abu Dhabi government, Abu Dhabi Fund for Development and Abu Dhabi Urban Planning Council are carrying out a strategic project to re-plan Victoria, capital of the Seychelles in order to solve the problems of traffic, housing, clean water, electricity and public services.

According to him the Government of Seychelles and "Masdar" will inaugurate before the end of this year the first wind farm near the port of the capital Victoria to generate electricity from wind and to overcome the energy shortfall in the Seychelles.

The ambassador said: " People of Seychelles and its leadership will always remember the support of President Khalifa for the development projects in Seychelles and the financing of housing construction, desalination plants and provision of drinking water, hospitals, roads and services for a population of about one hundred thousand people." The projects which have been implemented and those that are being carried out with the support of Abu Dhabi will provide Seychelles sustainable development and will improve the living standard of its people, he added.

He noted that government of Abu Dhabi has set up an advanced infrastructure in the Seychelles, during a short period of time and contributed to solving the problems of electricity and desalination of water. " Abu Dhabi government has funded in construction of Seychelles Coast Guard Headquarters, and have supplied five gun boats to strengthen defense against pirate activities and protecting country's coast. The headquarters will cost around $ 15 million and will be opened at the end of November".

He added that Abu Dhabi Urban Planning Council is working with the Government of Seychelles to establish sustainable environment, improving the lifestyle of the population and preserving the identity and social integration as well as infrastructure development and revitalization of existing areas of central cities.

He pointed out that opening of the first embassy of Seychelles in Abu Dhabi last month is a confirmation of the keenness of President James Alix and his government to develop friendly relations and cooperation with the UAE in various fields.

Ambassador Esparon highlighted the importance of commencing Etihad Airways flights to Seychelles, which will contribute in increasing trade with the UAE and encourage businessmen to invest money in the Seychelles, especially in the fields of tourism, fisheries and agriculture.

Seychelles Chamber of Commerce '&' Industry is working on signing trade cooperation agreements with chambers of commerce in Abu Dhabi, Dubai and Sharjah in the coming period to stimulate economic activities.

Volvo S60 Is The "Middle East Car Of The Year"

In one of the keenly contested and prestigious auto awards in the Middle East, Volvo S60 drove away with the coveted ‘Car of the Year’ honour at the Middle East Motor Awards (MEMA) ceremony held at Expo Centre Sharjah on Thursday, November 3, 2011.

H.E. Mohammad Ben Sulayem, Vice-President of FIA Middle East and President of the Automobile and Touring Club UAE, in the presence of Mr. Saif Mohammed Al Midfa, Director-General of Expo Centre Sharjah, handed over the awards to the winning car manufacturers. Mohammed Ben Sulayem is also the Official Patron of MEMA.
“I am proud to continue my support for the Middle East Motor Awards. As in the inaugural edition, the second edition of the Awards too has been extremely well executed and a great testament to the importance of the motoring industry across the Middle East,” said Ben Sulayem after the ceremony.

“Automobiles are very important in Arab culture and something very dear to my own heart, and I am delighted that the Middle East Motor Awards provides an opportunity to give something back to the industry as a way of appreciation,” added Ben Sulayem, while congratulating the winners in different categories.

A well-balanced and stylish luxury sedan, Volvo S60 has a strong turbocharged six-cylinder engine, smooth ride quality and leading-edge safety technology. The 2011 Volvo S60 was the first car to enter the market with an optional pedestrian detection system that spots real, live humans and automatically applies brakes to help avoid colliding with them.

The awards, judged by a panel of distinguished automotive journalists, professional race drivers, motorsports experts, tuning & off road experts, chose Lamborghini Aventador as the Best Supercar, Kia Optima as Best Midsize Sedan, and Jeep Grand Cherokee as the Best Midsize SUV.

“MEMA is the most coveted and prestigious award in the Middle East. It is also the most credible award of its kind, judged by 19 highly sought-after automotive experts from 10 countries, including Lebanon, Oman, Jordon, Egypt, Bahrain, Syria, Qatar, Kuwait, Saudi Arabia and the UAE. It is also the ultimate recognition for vehicles in various categories,” said Mr. Al Midfa.

Hyundai won in two categories -- Best Subcompact (Hyundai Accent), and Best Small Sedan (Hyundai Elantra). “MEMA is an exciting event for Hyundai because it is the biggest automobile award in the whole of Middle East. We’re happy that our hard work and commitment to providing our customers with high quality, great value cars is being recognized and rewarded,” said BT Shin, President, Hyundai Middle East.

“It’s really exciting to win the award in the Best Premium Sports Car category for our Porsche 911 GTS and the Best Performance SUV for our Porsche Cayenne Turbo. Having an independent jury to experience and select our cars as benchmarks in their respective segments is very important to us. Other winners include Best Large Sedan - Dodge Charger, Best Executive Sedan - Audi A6, Best Performance Sedan - BMW M3 , Best Compact SUV - Kia Sportage, Best Midsize SUV - Jeep Grand Cherokee, Best Luxury SUV - Range Rover, Best Truck - Ford F150, Best Sports Convertible - Nissan 370Z, Best Premium Sports Convertible - Audi R8 Spyder; Best Premium Sports Sedan - Mercedes CLS and Best Premium Subcompact - VW Golf R.

The nomination and judging process for the second edition of the Awards lasted well over eight months with each jury member required to fill in individual scorecards for all the nominated vehicles. The judging criteria was based on various technical and consumer aspects such as vehicle design, handling, safety features, emotional appeal, value for money, etc. All the scores were tallied and the vehicles with the maximum points were awarded the prestigious titles.

The first edition of the Middle East Motor Awards was held along with the International Automobile Show in 2010 and the next edition of the Awards will be held during the 11th edition of the show from November 28 to December 1, 2012.

Middle East Motor Awards, considered as the only independent and the biggest award of the regional automotive industry, is organized by Expo Centre Sharjah with the support of Sharjah Chamber of Commerce & Industry.
