Addressing the first Maritime Counter Piracy Conference on the inaugural day, Shaikh Abdullah Bin Zayed Al Nahyan said the response should come from all the stakeholders.

Experts said combined efforts are essential to tackle the offshore problem onshore, through helping Somalia achieve stability and prosperity.

Experts to discuss channels breaking rules

Dubai: The issues of some entertainment channels crossing the "red line" [rules and regulations set by the government] will be discussed during the Arab Media Forum 2011, according to a press release by Dubai Press Club (DPC).

The DPC yesterday announced that two key sessions, which will be held as part of the Forum, will focus on the diversion of data and the end of secrecy, as well as entertainment channels and their blurring of ‘red lines'.

Under the patronage of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, the Arab Media Forum will be held on May 17 and 18.

The "An End to the Era of Secrecy" session, that will take place on the first day of the forum, will debate the release of secret information by ‘WikiLeaks', the website that has allowed the world to download sensitive information and data without actually identifying the source.

By publishing classified documents, WikiLeaks has rattled politicians and the security establishment and has become the focus of global media attention.

The session will highlight the impact of this phenomenon on both society and the media through expended discussions that involves a group of high profile experts, academics and media characters.

It will be moderated by Dr Shafeeq Ghabra, Professor of Political Science, Kuwait University, and will include senior speakers such as Hasni Abidi, Director, Centre for Studies and Research on the Arab and Mediterranean World (Cermam) Switzerland.

The second session "Entertainment space... Blurring the ‘red lines'", that will take place on the second day of the forum, will discuss the impact of entertainment channels offering content that directly conflicts with traditional values and customs.

Caution urged during foggy conditions

Al Ain: People travelling late at night and early in the morning have been advised to be careful about foggy conditions on coastal highways, particularly on the Abu Dhabi-Dubai Road.

The contrasting day and night temperatures and increase in humidity level have been creating possibilities of fog and mist in the coastal and internal areas. The National Centre of Meteorology and Seismology (NCMS) has urged motorists to be alert while driving around these times of the day and night.

Meanwhile, the effects of the recent rainy spell are fading away as daytime temperatures have started climbing up across the country. Weather conditions will be fair to partly cloudy over some areas today.

"We expect a gradual increase in daytime temperatures," said a duty forecaster at the national weather bureau. Weather conditions are expected to continue to be stable over the next few days.

The amount of humidity has also been increasing particularly in the coastal areas.

The NCMS has issued a warning, advising early-morning travellers to observe caution against likely foggy conditions, especially on the Abu Dhabi-Dubai highway.

Winds would be light to moderately rough, said the forecaster, noting that they could become stronger during the day.

The sea is likely to be slight to moderately rough over the next few days.

Humidity is expected to increase during the night, particularly in coastal and internal areas.

Al Qasba Food Festival 2011 has seen a wide footfall in its first five days. Visitors from different nationalities and age groups came from all over the UAE to watch renowned chefs compete, amuse the audience with their cooking skills and unveil secrets of the most delicious dishes.

Woman arrested after 7kg cocaine found in luggage, police say

Dubai: An African woman was arrested while allegedly attempting to smuggle over seven kilograms of cocaine to Addis Ababa through Dubai Airport's Terminal 1 last Tuesday.

The suspect, identified as T.N., was arrested after the Dubai Police Anti Narcotics Department received a tip-off about her.

After confirming her identity, her luggage was searched and the drugs were found in four out of her six bags, a source from the department said.

The total amount of cocaine found in all four bags came to 7.024 kilograms.

She was referred to prosecution for further investigation.

More work needed to help local groups combat pirates

Dubai: The international community should assist local groups along the Somali coastal line to fight piracy and cut off pirates' logistic aid, urged a Somali official taking part in the two-day Maritime Counter Piracy Conference held in Dubai, which concluded on Tuesday.

Mohammad Abdullahi Omar Asharq, foreign minister of the Transitional Federal Government of Somalia, told Gulf News that coastal villagers are very cooperative and sincere, but a lot has to be done to support them.

"Coastal villages in Somalia have been ordered to stop pirates from getting facilities, and the residents are not cooperating with them any more. They do not sell them food, or give them petrol, and they are not helping them in any way," he noted.

Saeed Saleh, Chairman, Somali Volunteers for Search and Rescue, pointed out that pirates are no longer concentrated in the northern region of the country but are now moving southwards looking for cooperation from residents in the coastal area.

Shedding light on the nature of Somali pirates, the Somali Foreign Minister explained that they are merely young foot soldiers hired to do a second party's "dirty work," since the pirates themselves do not have the necessary skills required to carry out the logistical and financial operations.

"Piracy is a highly sophisticated organisation and these pirates are 20-year-olds who have never been to school or travelled outside the country. They are young boys hired to do the dirty work of somebody else," Asharq said.

Saleh said that he believes there is a slight chance that the Islamist group Al Shabab, which is fighting to overthrow the government of Somalia, may be helping the pirates.

Dubai Outlet Mall offers free health check-up

Dubai: A three-day Health and Wellness Festival will be conducted at the Dubai Outlet Mall starting Thursday.

Maryam Ensan, public relations manager of the mall, said the visitors of the mall will be able to seek free Hepatitis C, Blood Pressure, Blood Sugar and BMI check-up by doctors from RAK Hospital. 

"Breast cancer inspections for men and women will be conducted by the Pink Caravan Clinic and spinal and posture examination and foot scan will be performed by chiropractors from Emirates European Medical Centre," Ensan said. 

She said the UAE Red Crescent will offer first aid trainings and essential health tests, while members of the public will be able to get nutritional advice, weight and inch loss management, rejuvenation through alternative medicine and laser therapy by the Wellbeing Medical Centre. 

"Fitness counseling including exercising tips and demonstrations will be offered by the Gold's Gym International. Hygiene tips and information for families and children in school and public places will be offered by World Of Wipes - WOW," Ensan said.

Alert policeman foils robbery attempt in Abu Dhabi

Abu Dhabi: Police have advised motorists not to leave cash and valuables in their vehicles to avoid thefts.

The advice came as part of the awareness campaign launched by Abu Dhabi Police to educate motorists on how to avoid mistakes that lead to thefts in their vehicles.

Lieutenant General Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, honoured First Sergeant Faisal Al Hammadi, from security information management for foiling a robbery attempt in Abu Dhabi.

Al Hammadi had noticed the presence of two Asians acting in a suspicious way stalking a bank customer of Arab nationality as he left the bank with an envelope in his hand. When the Arab client got into his car, he put the bank envelop on the seat next to him.

The two Asians approached him pretending to warn him of a mechanical car problem they said could be seen from underneath the car. When the Arab stepped out of his car to check the said problem, one of the Asians stole the envelop that had Dh90,000

Thanks to Al Hammadi's alertness the two criminals were arrested. Police have also released a brochure in three languages, containing guidelines for people while withdrawing large amounts of money.

Loan deferment
I asked Union National Bank (UNB) for a loan deferment for January 2011. Since I had paid the bank on time for six consecutive months, I was eligible for a loan postponement of one month. The application was made through call centre assistance. The Salam branch in Abu Dhabi called me back, asking why I made the request and I told them there was an emergency back home that I needed to settle this month.

However, the bank refused to grant my request due to the inconsistency of the exact amount of my monthly salary coming in from the bank. I was then told to come back after three months and make a request and that is when they will allow for the postponement.
Out of dismay I called up UNB customer care to ask them to take a second look at my case. Unfortunately, it was declined again. As a customer I have the right to know the bank’s policy on this matter. It seems that the bank does not really care for their clients. They must take into consideration the reasons why the client is requesting such things due to unavoidable circumstances happening in one’s life.

I got a phone call from UNB’s Salam branch and they are postponing my loan payment for this month [January]. I would like to extend my sincerest thanks to you for helping people like me.

Delayed connection
I had applied for an e-Life 16mb double play package on January 27 since I was moving to the National Paints area in Sharjah. I had applied through etisalat’s service centre near University City, Sharjah. A technician visited the place within two days and installed the equipment. He even tested with his user name and password and the browser was fine. But when he put my user name it was rejected. He told me to contact the service centre and 101 help line.

That was the start of my nightmare. I visited the service centre numerous times and complained through 101, even to the supervisor, but all in vain. Every time I speak with them they say sorry for the delay and promise to escalate it with their IT department since they are not closing the service order. I am really surprised to see the worst service ever on such a big scale by a telecom operator. I hope my complaint reaches the right authorities who are responsible for etisalat’s quality of service and customer satisfaction.

This is to quote my displeasure of timely action not being taken on my credit card dispute with First Gulf Bank on the issue of two unauthorised transactions of Dh500 each made to etisalat e-shop. I lodged my first complaint with the bank on August 22 over telephone, seeking details of the transactions and to take measures to avoid it in the future. On a continued pursuit of this, I had registered three more complaints, but to date no positive result has come.

I had paid the amount of Dh50 into my du “Pay as you Go” account without realising that the SIM card had expired. When I contacted du for a refund they said they cannot pay it back, but that they would credit it to my new du number if I purchased one. I purchased another SIM card and have been chasing du for the past three months. They still have not credited the amount due to me and every time I call the customer service line I only get a new complaint [reference number] and a promise that somebody will call me.

Desperate plea: crippled for life

Dubai: An Indian carpenter, who was rendered a paraplegic with severe complications after a work-related accident in Dubai, is desperately seeking help to continue treatment and provide for his family.

Rajendra Raghupathy Sakali, a 36-year-old father of four, who is undergoing treatment in Ward 19 of Rashid Hospital, told XPRESS that he was working on the first floor of an under-construction building in Dubai Sports City when he slipped and fell through a window opening.

Deadly December

The accident occurred on December 5, 2010.

Dr Emela Mujic Skikic, Specialist Senior Registrar and Psychiatrist at Rashid Hospital (pictured right), said Sakali was brought in with a spinal fracture following which he was operated upon. "He was making slow recovery and was being trained for daily activities, but suddenly lost his vision and developed urinary infection," she said.

While Sakali's rare vision syndrome - Voght Koyanagi Harada disease - was being treated and he was showing signs of recovery, the urinary tract problem will be needed to be managed life-long with the help of a supra-pubic catheter, she said.

"The accident has not only affected me, but also my entire family. I was the sole breadwinner of my family, taking care of my wife, four children and aged parents," said Sakali. "Please help me. My vision is getting restored, my mind is alert and I can work with my hands," he said, desperate for any help that he can get to return home and set up a small shop that he can run with the help of his family. "He first needs to be shifted to a hospital close to his hometown [in Uttar Pradesh] and which has facilities for rehabilitation, ophthalmology and urology so that he can continue treatment," said Dr Skikic.

Abu Dhabi Police call for alertness on part of all road users

Abu Dhabi: Police investigations in the capital have revealed that an accident in which a woman was killed instantly while crossing the busy Hazza Bin Zayed Street on Monday occurred due to mistakes made by both the driver and the victim.

Although the driver of the SUV was speeding at over 80 kph on one of the capital's busiest roads, the pedestrian — who was described by police as likely to be of Arab origin — had surprisingly decided against using a nearby pedestrian underpass or a designated crossing, Major Abdullah Al Suwaidi, director of accidents and investigations at the Abu Dhabi Police, told Gulf News.

"The underpass was located just 50 metres away from where the victim tried to cross the road, and these pedestrian crossings are built for residents' safety. The driver was also speeding on an extremely busy street where you often have to drive much slower than the specified limit of 60 kilometres per hour to be safe," Major Al Suwaidi said.

Major Al Suwaidi said that the driver had also probably been distracted at the time of the accident. "We found no skid marks on the road, which would have indicated that the driver had tried to slow down on spotting the victim ahead of him."

However, although there were mistakes on the victim's part, the driver will still have to pay blood money to her family. Police are still trying to establish the victim's nationality.

"She was not carrying any identity documents with her at the time of the accident, and we have not yet been contacted by her family. So we are still trying to determine who she is."

Pot-pourri of pots at Friday market outside Fujairah

Fujairah: A unique little pottery factory can be found in the village of Thoban just before the Friday market on the way from Dubai to Fujairah.

A small road leads you off the main highway to Huwarah Pottery.

This pottery has been operating for 17 years out the village of Thoban. As you go into the dim concrete building, workers from South India Kerela are  making pots at their wheels.

One worker was putting decorative markings on some oval shape pots and another one was mixing clay in a small electric mixer. All these guys knew exactly what they where doing, all with smiles on their faces.

Rows and rows of pots where standing all over the place, in all shapes and sizes, from one metre tall to the smallest of pots.

It is interesting to see the process of creating pottery, from molding the clay on the wheel through to seeing how the pots come alive.

This skill has been passed down for generations from father to son.

Most of the potters working here picked up the skill in their home country India. What amazed me even more was to see the pride these men took in their work.

This was not just a job but a passion.

The clay they use to make these pots comes from Iran. Once a year they get one 100 tons, but some fine clay comes from Sharjah and Dubai.

Most of the designs come from the potters' own creative thoughts and keep changing, so there is never a shortage of new designs.

Prices for these pots range from Dh5  to Dh1000, depending on the size and design. Some of these pots end up at the Friday Market where mainly tourists will buy them.

The potters also receive orders from hotels that will need a whole range of pots or ask for something specific. Sometimes people come to the factory and buy between 200-300 pieces at a time, the potters said.

I’m drawn to a massive kiln - the kiln used to fire all the pots these men make. It takes two days to stack this massive oven with more than 1,500 pieces at a time.

It is a challenging task getting all the pots in as there is a specific stacking order in which the pots are arranged, to get the best quality results out of the fired clay.

Once all the pots have been stacked the entrance of the kiln is sealed with a clay door. It then takes another 24 hours to fire the pots and another 24 hours for the kiln to cool. Standing next to the closed kiln you can feel the intense heat.

The real magic happens when the door is removed after the firing and all the pots can be seen inside, their colour changed from dull brown to a bright pink. Then the men carefully remove the pots in a specific order.

They form a chain to pass down the pots which forms a lengthy line. Each one knows exactly what to do and where to stack the pots. I was amazed to see the amount of pots coming from the oven.

It takes the six men three hours to empty the kiln, with pots filling every last space available on the floor.

While some of the potters were stacking their last pots, a few of them were starting to mix a fine powder with a deep red colour. I’m told this is the final touch to complement the pot and give it its true character.

As the pots are painted with deep red paint, it is spectacular to see how the colours develop as soon as the paint is applied and the skill and speed with which this is done.

This has been a remarkable experience to see how these pots are made and the time effort and heart that goes into making each pot.

One thing I know is I will never look at these pots in the same way when I see them in a garden filled with flowers, or standing somewhere in a hotel lobby.

Exceptional individuals in special needs sector in UAE honoured

Dubai: Exceptional individuals who have dedicated their lives for those with special needs were honoured with the Princess Haya Award for Special Education on Tuesday evening.

At the third edition of the award ceremony, individuals were selected from 169 applicants from across the UAE and the Gulf region.

Humaid Mohammad Obaid Al Qutami, Minister of Education, presented the awards to the winners.

The ceremony, held under the patronage of Princess Haya Bint Al Hussain, wife of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, took place at Madinat Jumeirah.

"The award embraces the essence of humanity, and emphasises the importance of service — from one person to another," Dr Hanif Hassan, Minister of Health said, when he delivered the opening speech.

"Those with special needs challenge us all to be better..., to rise to the challenge of unselfish service and to truly care for others."

The awards recognised excellence in four main categories: Specialist Excellence, Corporate Social Responsibility Excellence, Family Excellence and Institutional Excellence.

Challenge

Hana Awad Bakhit, whose family won the award for outstanding special needs family said that often people do not understand the amount of work involved when there is a family member with special needs.

One of her three children was diagnosed with autism and she has been part of the Dubai Autism Centre ever since.

"The award offers motivation to excel and to continue what I am doing," said Sara Bake, who won the outstanding volunteer award for working with the Dubai Autism Centre.

The Princess Haya Award for Special Education was launched in November 2008 as the first initiative of its kind in the region.

Mohammad Al Emadi, Head of the Executive Committee, said that the initiative aims to encourage people, working with individuals with special needs, to excel and set higher service standards in all fields of special education

He said that the quality of applications received this year had significantly improved from previous years. However, he said no winners were picked for some categories because the nominees did not qualify for awards.

Court orders drug smuggler to prove his age

Dubai: A court is waiting to find out if a suspect is under 21 years old, to decide whether to grant him leniency, after he confessed to smuggling 3.1 kilograms of heroin in transit.

Prosecutors charged the Pakistani passenger, who records show is under 21, with possessing heroin and smuggling it via Dubai International Airport. The suspect, M.A., pleaded guilty in the Dubai Court of First Instance.

Presiding Judge Hamad Abdul Latif Abdul Jawad adjourned the case until prosecutors provides an official document that confirms M.A.'s exact age. The defendant said he was born on September 19, 1992.

According to the charge sheet, prosecutors said M.A. unlawfully brought two plastic bags of heroin which he intended to smuggle to Bangkok. According to the Criminal Procedures Law and Penal Code, a judge has the discretion to consider a suspect's young age [below 21 years] as a factor of leniency.

Dubai: Eight safe drivers were honoured in the 25th edition of the Caltex Roadstar Contest on the last day of the campaign, which concluded yesterday after rewarding 17 Dubai drivers with cash prizes.

For Osmand Remedios, driving carefully is second nature since he started driving about 50 years ago.

The 66-year-old Canadian citizen has been living in the UAE for 19 years, and the first thing he does, each time, before driving is to check that his car is in pristine condition.

He checks the lights before getting inside the car and then looks out for any warning signs after starting the engine. To celebrate the win and spend the Dh1,000 prize, Remedios said he will take his wife out for dinner.

Follow the rules

His advice to all drivers is to "follow the rules and you will stay out of trouble."

Aaron Brown, a 26-year-old US citizen has been driving for 11 years, and only got a parking ticket since he started driving in Dubai six years ago.

Brown was not scared when he was pulled over by police because he knew he did no wrong, but other things scare him on the road, like people not looking to their side when they change lanes and moving before checking their blind spot.

"Always be aware around you and always check your blind spot before you go over," he said.

As for the money, Brown still has no plans. "I have no idea. I'll just save it and think of something fun to do later," he said.

Reactions

Two Indian drivers, were among those who won the cash award. Shehab Al Deen has been driving in the UAE for six years and has never got a ticket. "I always fasten my seat belt and never talk on the phone while driving," he said.

Hamza Luikal said that the first thing he was going to do was to proudly show his employer the certificate he had won. As for the award money, Luikal said he was going to send it home to his family.

The bi-annual campaign is organised by Ciel Events and sponsored by Caltex, AGMC BMW, AXA Insurance, Gulf News, Wheels and Radio2 FM.

More unsettled weather expected in UAE

Abu Dhabi: The meteorological office in Al Ain has warned of unstable weather, including gusty winds and minor sandstorms, across the country over the next few weeks.

Police have urged motorists to take extra precaution on windy days.

The present seasonal weather pattern has been caused by low pressure conditions in the south-western Arabian Peninsula that caused a massive sandstorm in Kuwait.

In Al Ain, a man died and 46 people were injured when the roofs of shops at the traditional souq collapsed in stormy weather late on Monday.

We rarely experience storms of this magnitude, however, when they do occur we ensure that all emergency procedures are carried out as effectively as possible, police said.

Seasonal volatility

The UAE is experiencing seasonal volatility which is causing many fluctuations that can cause incidents such as the 127 vehicle pile-up on April 2 that occurred due to fog, officials from the National Centre for Metrology and Seismology (NCMS) have told Gulf News.

"The transition season, which will end in mid-May, is caused by low pressure from the south-western Arabian Peninsula. This means that there will be several weather incidents occurring before everything stabilises in the summer," the meteorologist said.

According to the spokesperson, the NCMS also observed the formation of storm clouds that resulted in 130 km/h winds in Al Ain on Sunday evening.

The resulting storm caused the collapse of part of a traditional souq, where 46 people were injured and one person died.

Emergency services also responded to over 80 calls that evening that ranged from blocked roads to fallen trees to flooding and property damage.

However, no new injuries or deaths have been reported.

Tent collapse

"The tent, located in the Al Khubais area, was part of an exhibition that was due to end this week. Fortunately, only a small part of the tent collapsed so the number and type of injuries sustained were not as bad as if the entire structure had fallen," Saeed Salim Al Kutbi, a Public Relations Officer at the Al Ain Police Department, said.

"We rarely experience storms of this magnitude, however, when they do occur we ensure that all emergency procedures are carried out as effectively as possible," he added.

Representatives of the NMSC also indicated that the next few days will see continued cloudy weather, with scattered rain and minor sandstorms occurring in various parts of the country.

They also said that winds are expected to reach 30 knots while an offshore high tide of up to 10 feet is expected.

"We are currently experiencing several atmospheric changes that may cause several road areas to experience a build-up in sand. This reduces the ability of cars to grip the road more securely, and combined with the expected winds, will cause cars to become more unstable.

"Because of that, we are calling on drivers to continue to exercise caution when on highways and desert roads that do not have safety features, such as road barriers," Brigadier Engineer Hussain Ahmad Al Harthy, head of the Directorate of Traffic and patrol Abu Dhabi police, said.

UAE, UK government officials discuss regional issues

Dubai: The presence of Al Qaida in Yemen, Iran's influence on the region and the impact of unrests in Libya and Bahrain were among the concerns discussed between UAE and UK government officials over the past few days.

These issues were aired during UK Minister for Middle East and North Africa Alistair Burt's visit to the UAE when he met with UAE Deputy Foreign Minister Dr Anwar Gargash and other senior members of the UAE government to discuss the UK-UAE Taskforce.

For the past year the UK-UAE Taskforce has been in place where agreements around trade and business, energy, security (counter-terrorism and defence) and improving trade relations have been discussed.

Burt said it is projected that bilateral trade between the UAE and UK would be $12 billion by 2015, which would be a 60 per cent uplift on where it was last year. 

Regional issues

"We had a long session where we looked at regional issues - Libya, Yemen and Bahrain, and we understood where each other was coming from," Burt revealed of his discussions with UAE officials.

Yemen was discussed a length he said. "Yemen is a worry to people in the region not only because of the fragility of the state there but because of the influence of Al Qaida and we worry about that."

Iran's influence in the region is not regarded as wholly beneficial, Burt added.

As far as unrest in the region is concerned, Burt said the UK government recognises that states are different and are responding in different ways. "We're all agreed that what we want to see is opportunity for people to express themselves. There's no one single answer and governments will respond differently but that there are peaceful answers to these things."

However the UK government has aimed for consistency and some absolutes, which include their stance on freedom of expression, freedom of assembly and the right to demonstrate peacefully.

"We don't believe people should be fired upon, we call upon restraints on all sides as in some cases there has been violence on more than one side and we've called for space for political dialogue to take place so that states can respond to the aspirations of people, which may require reform and change but this must be a local matter."

He cited the example of Algeria that has recently experience civil war: "Look at Algeria and the recent experience of civil war, which is tragic… hundreds of thousands of people have been killed. They may want political reform but they're not going to risk lives again."

Student convicted of smuggling drugs in UAE

Dubai: A student will spend ten years behind bars for attempting to smuggle drugs into Al Rashidiya police station's detention centre with the intention of passing it on to a detainee.

The Dubai Court of First Instance convicted the 20-year-old Emirati student, O.S., of possessing 1.02 grammes of heroin and trying to deliver it to the detainee, also an Emirati.

Presiding Judge Al Saeed Mohammad Barghout, who pronounced Tuesday's ruling, also fined the accused Dh50,000.

When O.S. appeared in court, he confessed to the charge of possessing drugs but denied he had intended to smuggle it into the police lock-up. "Yes sir I possessed drugs… but I did not intend to deliver it into the police station," he argued.

An Emirati police officer testified that he found the drug hidden inside an article of clothing O.S. was carrying. "I was in charge of searching visitors to the detention centre. I found the heroin hidden inside one of the pants while searching the clothes that O.S. intended to deliver to the detainee. We detained O.S. and referred him to anti-narcotics police," the officer claimed.

Interrogation

An Emirati first lieutenant told prosecutors: "When I questioned O.S., he claimed that one of the detainees, named H.Y., asked him over the phone to bring him some clothes. The defendant alleged that he contacted H.Y.'s acquaintance and collected the clothes from him… then he got exposed carrying the drugs when he was searched at the police station. O.S. immediately denied any involvement over the drugs."

Prosecution records confirmed that O.S. tested negative for drugs.

Indian education experts assess core learning concepts

Dubai: Education experts from Indian syllabus-based CBSE schools in the GCC and India are pushing for an accurate assessment of the current learning methods in their organisations in an effort to ensure that students clearly understand core concepts while learning.

GEMS Education, a leading international education company, and the India-based Educational Initiatives (EI), an internationally renowned organisation in the field of child psychology and student assessment methods, led discussions recently to review ways of improving the learning and teaching standards. Research by Educational Initiatives shows that while children today respond to rote-based questions relatively well, they fail to answer unfamiliar or application-based questions due to unclear core concepts.

Dr Wasil, Director of GEMS Education, said, "Assessments carried out with the right spirit and approach is a sure-shot path to empowerment and school leadership has to be ever on the learning curve to ensure this."

Students in UAE discuss ideas for media workshop

Dubai: Dubai Press Club announced it held a series of interactions with media students from the University of Sharjah, Dubai Women's College, American University in Dubai (AUD) and the Emirates University to reinforce the participation of the youth during the 10th edition of the Arab Media Forum (AMF 2011).

The student engagement process helped identify ideas and threads of discussion for a workshop on ‘Arab Youth Create Own Media Platforms' that will be held on the second day of AMF 2011.

The session will include the participation of the youth, particularly media students. It will seek to elicit their views on the role and responsibilities of the media towards society.

Organised under the patronage of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, the 10th Arab Media Forum will be held on May 17 and 18, at the Grand Hyatt in Dubai.

Mariam Bin Fahd, executive director of Dubai Press Club, said: "The student interactions were held with the aim of eliciting their opinions on what should drive the discussion during the workshop on the second day.

Ministry to focus on technology in UAE schools

Dubai:  The UAE education ministry is committed to introducing technology in schools, the education minister said on Wednesday, announcing the launch of the fourth edition of the Global Education Forum (GEF) and the Gulf Educational Supplies & Solution (GESS) show.

The event, organised by the education ministry in association with Fairs & Exhibition (F&E), will take place from May 3-5.

"The ministry is committed to ... provide advanced learning opportunities for students," Humaid Al Qutami, the Minister of Education, said at a press conference on Wednesday.

The selection of "Education in a knowledge society," as a key theme for this year's event is testament to the importance of embracing new channels and the dialogue between education experts and decision makers on the latest technologies to be used in educational institutions, he said.

Themes

The event focuses on special needs education, sustainable education and education for employability.

The themes of the event have been designed in line with the strategy of the ministry to improve aspects such as student outcome and school life, Dr Abdullah Mohammad Al Amiri, the advisor to the minister said.

This year's line-up includes published authors such as Dr Khalifa Ali Al Suwaidi, Assistant Professor at Department of Curriculum and Instruction, among many others.

Clive Richardson, Chief Executive Officer, F&E, said that GESS 2011 will see 30 countries represented at the event with over 250 exhibitors.

Inside a mental hospital

Dubai: Every Monday morning the Medical Committee at Al Amal Psychiatric Hospital is faced with a tough decision. Is the person referred to them by the court suffering from mental illness or is he feigning insanity to dodge criminal responsibility for his action?

If the committee gets it wrong, the consequences could be disastrous. The link between violent crime and mental illness came to the fore recently when a Dubai court ordered a psychiatric evaluation of 30-year-old Emirati Rashid Rabee Al Rashidi charged with the premeditated rape and murder of a four-year-old child Rashidi was executed by firing squad in February after medical reports indicated he was mentally stable.

Since it opened its doors on April 6, 1983, Al Amal has treated thousands of patients for mental illness. Twenty-eight years on, it remains Dubai's only government hospital dedicated to psychiatric and addiction health. The vagaries of time, however, seems to have taken a toll on the hospital building that's tucked away in a quiet street off Al Wasl Road in the heart of Jumeirah.

The plaster has worn off in places and the whole set-up looks dreary. But hope is not lost as Al Amal, which means hope in Arabic, is set to relocate to a Dh600 million facility in Al Aweer.

Emirati Tariq Tannaf, 45, head of social work at the hospital, said construction of the new building will begin soon.

Currently, the hospital is filled to capacity with 80 patients, including some chronic patients who have been undergoing treatment for 10 years. Tannaf said the new building will have 200 beds, enabling them to accommodate more patients.

ON THE RISE

Mental illnesses are on the rise in the country. Yet a mental health conference in Dubai revealed that up to 55 per cent of mental health patients deny they are ill, primarily because of the stigma attached to the condition. Tannaf said people need not be ashamed of psychiatric illnesses. "I encourage them to come forward and seek psychiatric or addictive help," he urged.

Al Amal consists of three main sections: two psychiatric wards - one each for men and women - and an addiction ward. There is also an outpatient clinic where patients are reviewed, diagnosed and treated, a nursing department, laboratory, EEG, ECT (electro-shock) department, cafeteria, gymnasiums and even a theatre where movies are screened.

Sameera Masoud, head of nurses, said the hospital is well-equipped to provide basic and essential care to patients. "We take patients out for recreation activities," she said.

Senior occupational therapist Dr. Abdullah Barake said patients are also encouraged through occupational therapy. "We try to keep them busy with music, art, puzzles, chess and group discussions as it helps improve their mental and physical health."

Tannaf said patients who don't respond to medication or counselling are recommended electro-shock treatment in consultation with their family members. "Though considered unconventional, the treatment has shown positive results, especially with those suffering from depression or schizophrenia," he said.

Prisoners transferred to the hospital undergo a series of sessions with a doctor, social worker and psychiatrist. Based on their findings, the medical committee comprising at least three doctors determines whether they are sane or not.

Interactive learning at heritage show

Abu Dhabi: Dances, poetry recitals, musical performances, traditional activities and food are some of the elements that visitors can enjoy at a heritage exhibition organised by the Al Sameeh School in Al Rahba.

The exhibition, now in its fifth edition, was inaugurated by Dr Mugheer Khamis Al Khaili, Director General of the Abu Dhabi Education Council (ADEC) on Tuesday. It will conclude tomorrow.

Challenges

Emphasising the importance of preserving the national identity and local culture through various methods, Dr Al Khaili said: "Teaching our younger generation about their history through such interactive means will help provide them with the tools to succeed in the future, as they will be able to observe examples of the challenges their forefathers faced and the means they used to overcome them."

According to the school's vice-principal, Khamis Mohammad Al Askari, the exhibition had been a hit ever since it was established in 2006. For this year's exhibition, the entire school body, faculty and administrative members all contributed to the event, which had to be placed in the school's courtyard due to its size.

"It took us one month to organise everything. Students brought things from home or helped to set up the different stalls and areas within the exhibition…we even had pupils from other schools organise traditional performances on our opening day," he said.

Al Askari also noted that among the new additions to this year's exhibition included a live animal section, where students and visitors are able to interact with camels, horses, dogs and pigeons.

"Even though the exhibition is only running for one week, I'm amazed by the large turnout we've received, whether its pupils from other schools or just visitors…even our own students keep asking their teachers to allow them to explore the exhibition and that reflects their continued keenness to learn more about their heritage," he said.

Eco-group targets Sharjah scavengers

Sharjah: Sharjah's Immigration Department, in coordination with Bee'ah, an environmental company, on Tuesday launched a campaign against scavengers who collect waste from municipality bins in the emirate.

"A dedicated anti-scavenging task force has been set up to patrol collection areas in the Emirate of Sharjah, to investigate individuals going through municipal containers and to deal with these illegal immigrants in accordance with the UAE regulations," Brigadier General Dr Abdullah Ali Saeed Bin Sahoo, Director-General, Department of Residency and Foreigners Affairs in Sharjah, said.

Khalid Al Huraimel, Chief Executive of Bee'ah, said that by safeguarding a waste management system, they will be able to ensure that recyclable materials are processed in a professional and safe manner.

Warning signs

"Waste scavengers residing in Sharjah are usually illegal residents and, in best cases, fall in the low-income groups. Or they are individuals with expired visas or residency permits or people who have absconded from their employers or entered the UAE without any proper documents," Al Huraimel said.

The programme will also include setting up of signs on all of Sharjah's Municipal waste collection bins, warning scavengers in six languages, including Arabic and Urdu.

The warning states: "Taking items from these bins is strictly prohibited."

The anti-scavenging task force's first raid, which took place on April 5, 2011, resulted in the confiscation of over 47 tonnes of recyclable material.

It also led to the arrest of 36 waste scavengers residing in the country illegally.

Regular raids

Such raids will be carried out periodically throughout Sharjah — targeting scavengers and companies recruiting such people — on a regular basis, in the next two years.

The programme is in response to residents' complaints about the noise created by scavengers browsing through bins during early morning hours.

It also triggered public health concerns.

"Scavenging or ‘dumpster diving' can be a major cause of a public disease outbreak due to the unsafe handling of unknown or hazardous waste. This sort of foul activity is not tolerated in developed countries and modern societies around the world, and it will not be allowed here either," Jeremy Byatt, Vice-President at Bee'ah said.
